Case #~: <br /> <br />Request for Final Plat Approval of Sunflower Ridge 2nd Addition; Case of <br />Orrin Thompson Homes <br /> <br />Community Development Director Trudgeon reviewed that in 2002, the City approved a <br />preliminary plat and site plan for Sunflower Ridge. At that time, the plat consisted of 18.6 acres <br />proposed to be developed in two phases with a total of 126 row style townhomes. The final plat <br />for the Ih'st phase consisted of 46 row style townhomes. In 2005, On'in Thompson Homes <br />applied for a revised preliminary plat for the second phase of Sunflower Ridge that would <br />provide a mix of product type, including 36 row style townhomes and 44 back-to-back <br />townhomes. The change in product styles to include some back-to-back units will not increase <br />the number of units that was originally proposed for the 2nd phase of Sunflower Ridge. The <br />Planning Commission conducted a public hearing on August 8, 2005 regarding the revisions. On <br />August 23, 2005, the City Council approved a revised preliminary plat for the second phase of <br />Sunflower Ridge. The Council also approved the revised site plan on August 23, 2005. The <br />overall number of units has remained the same as what was approved in 2002. The road <br />conliguration will remain the same as the preliminary plat. The Grading and Drainage Plan and <br />l~tility Plan are generally acceptable; the final plans must comply with comments in the City <br />Staff Review Letter. <br /> <br />('emro unity Development Director Trudgeon advised the final plans include a sidewalk along the <br />cast side of Iodine and along the north side of 154th Avenue N.W. The 2002 recommendation of <br />the Pa,'k Commission was for a cash payment to satisfy park dedication requirements. That <br />recomlnendation was reconfirmed on August 11, 2005. In accordance with comments received <br />during thc revised preliminary plat and site plan review, the Landscape/Tree Preservation Plan <br />shifts units 1-5 and 45-50 south to preserve more trees than the original plan of 2002. He <br />advised staff recommends final plat approval subject to the contingencies listed in the staff <br />report. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />#05-09~307 granting final plat approval to Sunflower Ridge 2nd Addition based on the revised <br />preliminary plat approved on August 23, 2005, and contingent upon the following: <br /> <br />a. Compliance with City Staff Review Letter dated September 9, 2005 <br />b. Entering into a Development Agreement for required improvements relating to plat <br /> approval <br />c. Entering into a Development Permit for required improvements relating to site plan <br /> approval <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />Olson, and Strommen.
