Commissioner Henke stated that 25 percent is too high. She felt it should be a percentage of the <br />number of the people who voted in the last Citywide election as they are the ones that are <br />interested. <br /> <br />Commissioner Childs suggested getting the wording drafted that everyone would agree to and <br />focus on the number/percentage later. <br /> <br />Mr. Goodrich felt he had enough language to go on to draft for review. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Milless to table action and <br />direct the City Attorney to draft language based on the Commission's discussion. <br /> <br />Further discussion: Commissioner Henke stated that her feeling is that the Charter Commission <br />will be making it more difficult for the citizens to make changes. The initiative, referendum and <br />recall was put in the Charter to give our citizens power. She does not agree with making it more <br />difficult or more expensive for the citizens to ask for change. <br /> <br />Motion carried. Voting Yes: <br />LaMere. Voting No: None. <br />Swanson. <br /> <br />Chairperson Childs, Commissioners Deemer, Milless, Henke and <br />Absent: Chairperson Vogt, Commissioners Bertzyk, Ebel and <br /> <br />The Commission requested the City Clerk send out the election results from the last few special <br />and general elections and also the number of registered voters at the last City-wide election. <br />That information will be sent out with the agendas. <br /> <br />Case #3: <br /> <br />City Charter Amendment to Chapter 5, Section 5.3 Dealing with Petition <br />Sufficiency for Initiative, Referendum and Recall <br /> <br />City Administrator Norman stated that since we were going to be talking about Chapter 5, <br />Commissioner Swanson mentioned talking about the petition process too. No numbers were <br />suggested. We could eliminate discussion on the recall because of the limitations. Mr. Norman <br />suggested making the number the same as the number decided upon for Case #2. <br /> <br />Commissioner Childs agreed with making the numbers the same. <br /> <br />Commissioner Milless stated she, too, would be comfortable with that. <br /> <br />Motion by Commissioner Milless and seconded by Commissioner LaMere that in 5.3, it is 20 <br />percent for both initiative and referendum. The percentage of initiative and referendum would <br />then match the percentage of recall. <br /> <br />Further discussion: Commissioner Deemer stated that if we are raising the threshold on the <br />petition, it would make it harder to bring it in, but more certain to pass. <br /> <br />Charter Commission/august 9, 2001 <br /> Page 6 of 7 <br /> <br /> <br />
