Amendment by Commissioner Milless and seconded by Commissioner LaMere to schedule a
meeting date for Charter of 7:00 p.m., Thursday, September 6, to consider further 5.9 language
and then this other issue, 5.3, will be forwarded after that meeting.

Further discussion: Commissioner Henke felt that with the thresholds the Commission is
attempting to set, the citizens would never have gotten their density or their sewer and water
chapter. She felt this is what the majority of the residents wanted. If the Charter changes it, then
the citizens will not have a chance to change the Charter anymore and that is sad. The protection
of the citizens would not be there. Mr. Goodrich reminded the Commission that the Council has
to approve sewer and water. Commissioner Childs stated that the Commission is making it fairer
- the protections are there. Commissioner Henke commented on Commissioner Deemer wanting
sewer and water for his property. Commissioner Deemer responded that he does not have to
have anyone vote for anything on any part of the property he owns.

Amendment carried.
Deemer and Henke.
Ebel and Swanson.

Voting Yes: Vice-Chairperson Childs, Commissioners Milless, LaMere,
Voting No: None. Absent: Chairperson Vogt, Commissioners Bertzyk,

Motion carried. Voting Yes:
Deemer and Henke.
