Case #4: Forfeited Dodge 4x4 Pickup Truck

Police Chief Gustafson stated that, in early 2001, Anoka County District Court ruled in favor of
the City of Ramsey in a forfeiture motion resulting in the City now being able to own/and or sell
a 1997 Dodge pickup truck with very low miles. The value of this vehicle is listed in the blue
book at just under $17,000. As of January 24, 2001, there is an outstanding lien in the amount of
$13,556.95 on the truck. On January 16, 2001, Council accepted a Minnesota Department of
Health grant in the amount of $45,000. These funds will be used to pay the wages and benefits
of the Crime Prevention Specialist that was authorized in the 2001 General Fund Budget and
approved by Council at the January 16, 2001 meeting. Wages between February 1, 2001 and
June 30, 2001 (Grant termination date) would total $15,678. The $15,678 that would be paid by
the MN Grant could be used to purchase the 1997 Dodge Pickup. The grant funds received
would be in addition to what was budgeted for grant revenue included in the 2001 General Fund
Budget. Police Chief Gustafson explained that the reason the Police Department is seeking the
truck is because the City has been put in the semi-permanent business of animal control that they
truck could be used for.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City
Council adopt the resolution Authorizing the purchase and setup of the forfeited 1997 Dodge 4x4
pickup in the amount not to exceed $15,678.

Further discussion: Councilmember Anderson inquired if the truck will have to be modified
considerably to be used for animal control. Police Chief Gustafson replied that that is why there
is a $2,000 difference between what is being requested and the lien on the truck.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak,
and Zimmerman. Voting No: None.

Case #5: City of Anoka Swimming Pool Funding Request

Item was tabled.

Case #6: Update on Elmcrest Park

Item was tabled.

Case #7:

Review and Approve the Bid from GovDocs.com to Provide Internet Access
and Delivery Service of the City's Public Documents to Citizens

Item was tabled.

Finance Committee/January 23, 2001
