Voting No: None. <br /> <br />Case #2: <br /> <br />Consider Authorization of Highway #10 Redevelopment Planning Services <br />Addendum <br /> <br />City Administrator Norman stated that the City contracted for planning services with Hoisington <br />Koegler Group Incorporated (HKGi) on May 20, 1999, to perform a planning study for <br />redevelopment along the Highway #10 corridor. The report was presented and accepted in <br />November 2000. As part of the study, an area north of Highway #10 between Sunfish Lake <br />Boulevard and Ramsey Boulevard was used as a focus area for the study of a proposed frontage <br />road system. The study discussed opportunities and constraints and made a recommendation <br />where a fi'ontage road system would be constructed. The Ramsey Economic Development <br />Authority (EDA) directed HKGi to provide a quote for the same services with two additional <br />segments. The two additional segments include the north side of Highway #10 from Sunfish <br />Lake Boulevard to the AnokaYRamsey corporate limits and the north side of Highway #10 from <br />Ramsey Boulevard to where the Highway #10 fight-of-way and BNSF right-of-way intersect. <br />The amendment to the study would be similar to the original study that would include the <br />evaluation and graphical presentation of existing conditions, opportunities and constraints, and <br />the preparation of a fi'ontage road and redevelopment concept for each segment of the corridor. <br />HKGi would complete this requested service for a fee not to exceed $5,000. During the EDA <br />meeting of February 21, 2001, it was recommended that the City Council consider authorizing <br />the HKGi Highway #10 redevelopment study addendum for a not-to-exceed cost of $5,000. <br />Funding for the services would come from the EDA fund. <br /> <br />Motion by Mayor Gamec, seconded by Councihnember Kurak, to recommend that City Council <br />authorize HKGi to perform a Highway #10 redevelopment planning study addendum not to <br />exceed $5,000. <br /> <br />Further discussion: Councilmember Zimmmrnan inquired if the planning study will include <br />maps. City Administrator Norman replied that the main part of the study includes maps of the <br />area and a layout of the frontage road. Councilmember Hendriksen stated that everyone expects <br />that there will be bridge in the area of Atxnstrong Boulevard, which may cause some realignment <br />of Highway #10, and inquired why the City would want to spend money on a frontage road plan <br />west of Ramsey Boulevard when they are not sure if the road will have to be adjusted. Mayor <br />Gamec replied that the study would still provide tools for the City when developments are <br />proposed. Councilrnember Zimmerman stated that the study would give the City a document if <br />there is a proposed development west of Armstrong. <br /> <br />Motion carried.
