Case #3: Request from Youth First for Funding <br /> <br />Finance Officer Lund stated that during the regular City Council meeting of November 28, 2000, <br />Stan Peichel, Principal of Ramsey Elementary School, presented information to Council relating <br />to the Youth First program. He had explained that with the group's vision, it was necessary to <br />hire a part-time coordinator who is Jan Pomeroy. Ms. Pomeroy was also present at the meeting. <br />Mr. Peichel and Ms. Pomeroy requested that the City of Ramsey commit to an annual line item <br />budget of $5,000 to help support the Youth First organization. By receiving this annual support, <br />the organization can remain viable and the contribution by the City is a way of showing that they <br />value youth in the community. Mr. Peichel explained that the organization is in the process of <br />publishing fl'amed posters that will be posted in the community that addresses student <br />responsibilities. The posters will be posted in the schools as well as at local businesses. At the <br />time of the presentation, Mayor Gamec informed Mr. Peichel and Ms. Pomeroy that the Council <br />is in the process of reviewing the budget items and would discuss the issue and get back to them <br />with an answer. Unfortunately, this issue was never discussed again at a Council on Finance <br />Committee meeting or a work session; therefore, it was not budgeted. On February 1, 2001, the <br />Mayor received a letter fi'om Jean Kincanon, Chair of Youth First. She was inquiring if a final <br />decision had been made about the funding request. She stated in the letter that Youth First had <br />received $5,000 fi'om each of the Cities of Andover and Anoka. Anoka County contributed <br />$10,000. If Council desires to donate $5,000 to the Youth First program, money could be <br />transferred fi'om the Council Contingency Fund to the budget of Mayor and City Council and <br />paid out to the Youth First organization. Adoption of the proposed resolution would ensure that <br />a line item is added to the budget to fund Youth First $5,000 annually. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that City <br />Council adopt a Resolution authorizing the transfer of $5,000 from the Council Contingency <br />Fund to the budget of Mayor and Council for the Youth First Program. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #4: City of Anoka Swimming Pool Funding Request <br /> <br />Parks/Utilities Supervisor Boos stated that on October 24, 2000, the Finance Committee received <br />a request to appropriate $12,000 over the next three years to purchase resident rates at the <br />Aquatic Center in Anoka for Ramsey pool-goers. The Committee requested additional <br />information, which was presented to the Committee. <br /> <br />Mayor Gamec inquired as to why the Park and Recreation Commission was not in favor of the <br />request. <br /> <br />Parks/Utilities Supervisor Boos replied that their opinion was that the monies would be better <br />spent on future recreation in Ramsey. He also noted that several residents were present at the <br />Park and Recreation lneeting and many of them indicated that they would prefer that the funds <br />not leave the City of Ramsey and be used for future recreation within the City. <br /> <br />Finance Committee/February 27, 2001 <br /> Page 4 of 5 <br /> <br /> <br />
