Voting No: None. <br /> <br />Case g2: <br /> <br />Consider Authorization of Highway gl0 Redevelopment Planning Services <br />Second Addendum <br /> <br />City Administrator Norman stated that the City contracted for planning services with Hoisington <br />Koegler Group Incorporated (HKGi) on May 20, 1999, to perform a planning study for <br />redevelopment along the Highway gl0 corridor. The report was presented and accepted in <br />November 2000. As part of the study, an area north of Highway gl0, between Sunfish Lake <br />Boulevard and Ramsey Boulevard was used as a focus area for the study of a proposed frontage <br />road system. The Council, in separate action, on February 27, 2001, authorized an addendum to <br />the study area to include two additional segments north of Highway gl0 from Sunfish Lake <br />Boulevard to the Anoka/Ramsey corporate 'limits and the north side of Highway gl0 from <br />Ramsey Boulevard to Armstrong Boulevard. As the consultant began to work on the project, it <br />became apparent that it was necessary to include segments south of Highway gl0. The current <br />study will show a frontage road system between Sunfish Lake Boulevard and Thurston Avenue <br />in Anoka, which will dissect the Anoka-Hennepin Technical College property. An access point <br />to Highway gl0 should line up with an access point on the south part of Highway gl0 in <br />Ramsey. Additionally, staff has recently had discussions with business interests in the area south <br />of Highway g 10 and east of Sunfish Lake Boulevard. <br /> <br />Councilmember Hendriksen noted that the study should include the area in front of the Anoka <br />County Regional Park. <br /> <br />Consensus of the Council was that the study shoUld include the Anoka County Regional Park <br />and should refer to roads not land use. <br /> <br />Councilmember Hendriksen inquired if the CoUncil has reviewed the initial studies that have <br />been completed. <br /> <br />City Administrator Norman replied no. <br /> <br />Councilmember Hendriksen stated tha~ the Council should review <br />Community Development Department uses them as a planning guide. <br /> <br />the studies before the <br /> <br />City Administrator Norman stated that the EDA would give the studies the first approval and <br />then they would go to the Planning Commission and then on to the Council. <br /> <br />Councilmember Hendriksen replied that he felt that the design of the roads is a planning matter <br />and what would go along those roads would be an EDA matter. <br /> <br />Mayor Gamec recommended holding a joint meeting with the Planning Commission and EDA to <br />review the studies. <br /> <br />Finance Committee/May 8, 2001 <br /> Page 2 of 5 <br /> <br /> <br />
