Likewise the best source of <br />revenue to finance the daunting transit and transportation investments needed to support <br />higher density communities may well be the increased value contained in redevelopment <br />projects. Unfortunately, decades of legislative changes, multiple layers of regulation and <br />inadequate tools have combined to make redevelopment too hard in Minnesota.
