Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Zimmerman,
Hendriksen, and Kurak. Voting No: None.

Case #2:

Receive Proposal from Dynamic Information Systems to Provide Consulting
Services to Develop a Technology Plan for the City of Ramsey

Assistant City Administrator Moore-Sykes stated that for more than a year, staff has been trying
to develop a technology plan to meet current and emerging needs of the City. In meeting with
the Council at several work sessions to discuss this issue, it has become apparent that this is a
bigger project than originally anticipated because of the quickly changing nature of electronic
technology and limited resources. The Community is also aware of the City's lack of electronic
access and staff has received comments about the need to be more communicative electronically.
At a recent community meeting, staff was given information about Barry Johnson, who assisted a
local company in determining their technology needs. Mr. Johnson then assisted them with the
implementation of a plan that would meet those needs. Staff talked with the executives of this
company who were involved with this process and who also worked with Mr. Johnson. Their
staff spoke very favorably of Mr. Johnson and his firm, calling his work "honest and
straightforward". Staff met with Mr. Johnson as a result of this information. His company,
Dynamic Information Systems, is a 45-employee information systems firm that provides clients
with consultation and implementation services in web development, information management
and retrieval. Staff discussed several of the projects that the City has with Mr. Johnson. He
indicated that his firm is well situated to assist the City in developing a technology plan. Mr.
Johnson reported that he would be the project manager and would be working closely with the
City on this project. City staff recommended that the City Council approve and accept the
proposal for $2,000 as submitted by Barry Johnson, Dynamic Information Systems, LLC to
assist City staff in developing a technology plan to implement the City's IT projects.

Councilmember Anderson presented other Committee members with information she received
regarding "Web Sites for Cities".

Assistant City Administrator Moore-Sykes noted that she did attempt to contact Web sites for
Cities prior to the meeting, but was unable to reach them.

Mayor Gamec inquired if they should wait on this proposal until they receive further
information.

Assistant City Administrator Moore-Sykes replied that staff is hoping to accomplish an overall
technology plan for today and the future. The web page design is only one piece of the project.

Councilmember Hendriksen requested that Mr. Johnson review the steps that will take place.

Barry Johnson, Dynamic Information Systems, LLC, stated that he will hold a kick-off meeting
with staff to collect some of the information in terms of what are the current technology

Finance Committee/June 26, 2001
