objectives for the City. The next step would be to prepare a document associated with that
information and documenting what his findings are. Once that document is completed he will
make a presentation to City staff and then ultimately the City Council.

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City
Council accept the Finance Committee's recommendation to accept Mr. Barry Johnson's
proposal to assist City staff in developing a technology plan to implement the City's IT projects.

Further discussion: Councilmember Hendriksen suggested that the document presentation be
done to staff as well as the Council prior to it being put into a final draft. Councilmember
Anderson inquired if it was possible to have Mr. Johnson contact Web for cities. Mr. Johnson
replied yes.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson,
Hendriksen, and Kurak. Voting No: None.

Case #3: Authorize Master Trail Plan

Parks/Utilities Supervisor Boos stated that most existing trails have been built in small
increments and, as part of other development activity, including residential subdivisions, new
road construction, or commercial/industrial development. As these areas are built out, the City
may need to be more aggressive in terms of trail development in the areas without trails or in
providing rail connections to meet resident expectations. Discounting the paved shoulders,
Ramsey has 17.9 miles of existing trail and 68.8 miles of proposed trail. The trail system shown
on the Commission's Park and Trail Plan map is probably the minimum required for Ramsey.
The existing segments are appreciated and well used, and the majority of residents desire more
trails and increased connections. Ramsey's Park and Recreation Commission and staff agree that
a Master Trail Plan should be developed to complement the Commission's Park and Trail map.
This plan, prepared with the assistance of a consulting and engineering firm, will address a
number of different issues, most notably trail construction costs and funding recommendations.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that Council
authorize staff to solicit for quotes for a Master Trail Plan.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak,
and Zimmerman. Voting No: None.

Case #4:

Request for Change Order to Improvement Project #00-21,143rd Avenue NW
Street and Utility Construction

City Engineer Olson stated that the construction of 143rd Avenue NW between Jasper Street NW
and C.R. #116 started early this spring and will continue and be completed by the end of the
summer. During the construction of the facilities that would enable development to occur in
Gateway Industrial Park No. 5, the City constructed a regional pond for the development of the

Finance Committee/June 26, 2001
