project completion. The following is a listing of the requested projects with a brief description, <br />and the funding source: <br /> <br />Elmcrest Park, First Phase ($362,000): This new park was included in the C.I.P. plan along <br />with the other projects. The request to proceed is dealt with in Case #2 as more detail and <br />discussion on the Park's development may be desired by the Committee. <br />Rivers Bend Playground ($50,000): Each year the City has attempted to replace existing play <br />equipment that does not meet Consumer Product Safety Commission guidelines with new <br />play structures. This project would be funded from the depreciated amount within the <br />Capital Equipment Replacement Fund from the original late 80's purchase. The Park <br />Commission is recommending that bids be requested from playstructure vendors for the <br />provision of the equipment and contract installation. <br />Rivers Bend Irrigation ($50,000): Lawful Gambling Funds are proposed to provide irrigation <br />in one of the City's most used Parks. The primary area of benefit would be the athletic fields, <br />which are used extensively during the spring and fall. The improvement as well as the <br />following irrigation project would receive the assistance of an intern who started the first <br />week of July. In addition to receiving more project administration, this provides valuable <br />business management experience to this graduating Ramsey resident of Mankato State <br />University who has also served as a seasonal worker for the Park Department for about five <br />years. <br /> <br />Councilmember Zimmerman inquired if there are lights at Rivers Bend Park. <br /> <br />Parks/Utilities Supervisor Boos replied no, noting that the residents have requested that lights not <br />be installed. <br /> <br />Councilmember Anderson inquired if there was any concern in regards to sprinkling systems and <br />lightening strikes. <br /> <br />Parks/Utilities Supervisor Boos explained that sprinkling systems are made of underground <br />plastic not metal. <br /> <br />Solstice Park Irrigation and Landscape ($45,000): The majority of this $45,000 project, <br />financed by the Landfill Trust Fund's interest earnings, would be needed for irrigation and <br />landscape improvements to this 1.8 acre park. In addition to the needed landscaping, a <br />horseshoe pit and "washer pit" would be constructed as well as a volleyball court and entry <br />signage. It was noted that the property to the east has been proposed for townhomes, <br />including the dedication of additional park acreage for a ball field. Should this ultimately <br />occur, that field space could be irrigated following this project. The park dedication monies <br />(over the land dedication) may pay for improvements to the expansion area. This project was <br />scheduled for 2000, but was delayed in anticipation of the above-proposed development. <br />Last summer sod was installed as part of restoration for the sewer and water extension to the <br />Lord of Life Church.
