The following is a listing of the requested projects with a brief description, and the funding source: Elmcrest Park, First Phase ($362,000): This new park was included in the C.I.P. plan along with the other projects. The request to proceed is dealt with in Case #2 as more detail and discussion on the Park's development may be desired by the Committee. Rivers Bend Playground ($50,000): Each year the City has attempted to replace existing play equipment that does not meet Consumer Product Safety Commission guidelines with new play structures. This project would be funded from the depreciated amount within the Capital Equipment Replacement Fund from the original late 80's purchase. The Park Commission is recommending that bids be requested from playstructure vendors for the provision of the equipment and contract installation. Rivers Bend Irrigation ($50,000): Lawful Gambling Funds are proposed to provide irrigation in one of the City's most used Parks. The primary area of benefit would be the athletic fields, which are used extensively during the spring and fall. The improvement as well as the following irrigation project would receive the assistance of an intern who started the first week of July. In addition to receiving more project administration, this provides valuable business management experience to this graduating Ramsey resident of Mankato State University who has also served as a seasonal worker for the Park Department for about five years. Councilmember Zimmerman inquired if there are lights at Rivers Bend Park. Parks/Utilities Supervisor Boos replied no, noting that the residents have requested that lights not be installed. Councilmember Anderson inquired if there was any concern in regards to sprinkling systems and lightening strikes. Parks/Utilities Supervisor Boos explained that sprinkling systems are made of underground plastic not metal. Solstice Park Irrigation and Landscape ($45,000): The majority of this $45,000 project, financed by the Landfill Trust Fund's interest earnings, would be needed for irrigation and landscape improvements to this 1.8 acre park. In addition to the needed landscaping, a horseshoe pit and "washer pit" would be constructed as well as a volleyball court and entry signage. It was noted that the property to the east has been proposed for townhomes, including the dedication of additional park acreage for a ball field. Should this ultimately occur, that field space could be irrigated following this project. The park dedication monies (over the land dedication) may pay for improvements to the expansion area. This project was scheduled for 2000, but was delayed in anticipation of the above-proposed development. Last summer sod was installed as part of restoration for the sewer and water extension to the Lord of Life Church.
