A six-inch valve and stub was <br />installed at the time of sodding, also in anticipation of the proposed irrigation project. <br />Pit Latrine ($3,000): This park improvement, if approved, would be funded from the Park <br />Trust Fund annually for a different location each year. The project proposed is intended to <br />begin to replace the small plastic portable toilets in the City's actively used parks with a unit <br />more desirable to use and handicap accessible. (Currently the City expends about $1,200 per <br />month on rental and maintenance). These units would also be serviced regularly, but the rent <br />and insurance cost would be avoided. <br />Central Park Entrance: This project is somewhat unique in that most projects included in the <br />Parks five year C.I.P. are proposed by the public or Commission and move up through the <br />years of the plan based upon priority. During the five year C.I.P. presentation of the plan to <br />the Finance Committee last year, the Committee asked that an entrance plan for Central Park <br />be developed. The Commission's plan was received by the Committee and was sent back for <br />revision, including adding the letters "City of Ramsey". The Park Commission has discussed <br />the proposed improvement on a couple of occasions and is recommending that the scope of <br />the project be reduced about 75 percent until a later date. The revised plan is estimated at <br />$71,390. The Commission is requesting that the financing be structures with two-thirds <br />Lawful Gambling Funds, with the remaining amount designated by a fund source that does <br />not detract from the Park development projects scheduled within the Commission's five year <br />plan. <br /> <br />Councilmember Hendriksen recommended moving the signage 45 degrees to make it more <br />visible from Armstrong Boulevard. <br /> <br />Parks/Utilities Supervisor Boos replied that he did not see a problem with skewing the sign. <br /> <br />Councilmember Zimmerman inquired if there were any funds in economic development, similar <br />to the funds that were used for the entrance signs into the City of Ramsey. <br /> <br />Finance Officer Lund replied that she was not sure of the dollar amount available, but they would <br />be looking for approximately $23,559, which she did not think would be possible. <br /> <br />Parks/Utilities Supervisor Boos stated that the Council could do more of a standard sign and then <br />choose to do a larger sign in the future, or purchase the letters and do something to meet the <br />game fair timeline. <br /> <br />Councilmember Hendriksen stated that presently the comer is in need of being cleaned up and it <br />is not an attractive comer for the people that come into the City. <br /> <br />Councilmember Anderson stated that it does seem to make sense to see if there is another area of <br />funding that could be used to complete the project. <br /> <br />Finance Committee/July 24, 2001 <br /> Page 3 of 7 <br /> <br /> <br />
