Mayor Gamec stated that in regards to the pit latrine he would recommend using a block or some other structure because he is concerned that they might be burned down if they are constructed of wood. Councilmember Zimmerman stated that he had the same concern and would like to have them built out of something that would have minimal vandalism. Councilmember Hendriksen inquired if staff knew the cost of building a brick structure. Parks/Utilities Supervisor Boos replied no. Councilmember Zimmerman recommended directing staff to put together some cost estimates and bring the issue back. Councilmember Hendriksen noted that there might be some plans for concrete pit latrines through the DNR or state forest agencies. Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City Council approve of the 2001 Park's Capital Improvement Program as presented, including the input and recommendations regarding the pit latrine and Central Park. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, and Zimmerman. Voting No: None. Case #2: Approve Elmcrest Park's Concept Plan Parks/Utilities Supervisor Boos stated that on June 20, 2001, the Park and Recreation Commission concluded the Steering Committee's work on Elmcrest Park's concept plan by approving the plan presented. The plan represents the expected first phase of development and that identified in the $100,000 Minnesota Amateur Sports Commission (MASC) and Minnesota Children Families and Learning (CFL) Department Grant. In addition to the grant award, City Council, as part of the 2001 Capital Improvement Plan tentatively approved an additional $262,000 in Park Trust Fund monies to begin the development of the Park. Staff is currently in the process of estimating the various costs in order to outline a work plan for this first phase. The goal has been to complete irrigated soccer fields as early as possible - recognizing it requires a minimum of two growing seasons to establish turf that might be able to survive the rigors of athletic field use. Upon City Council approval of the Park plan, the first step would be to let bids for the required grading work. Staff will then be best able to define the scope of the rest of the project to stay within budget and still meet the primary objectives. Grading is estimated to cost between $25,000 and $60,000, depending on the limits of the project. At this time the Park Commission and staff were requesting authorization to solicit bids for the dirt work so that the costs can be determined and the project can begin this summer or fall. In addition, staff will continue to work on the T.H. #47 access issue. Organized soccer programming will not be scheduled until T.H. #47 access is secured.
