part of the annual CIP process. It was noted that the Steering Committee suggested that Elmcrest <br />could be developed as a 'challenge grant' park. That is, moneys could be budgeted and available <br />for the park contingent upon the community and staff procuring matching funds. If the park plan <br />is approved at the July 24, 2001 Council meeting and the grading bids and budget are approved <br />in August or September of this year, earth moving and turf establishment could be completed as <br />soon as this fall. <br /> <br />Councilmember Zimmerman inquired as to how the contractor is going to access the property. <br /> <br />Parks/Utilities Supervisor Boos replied through the neighborhood route. <br /> <br />Councilmember Hendriksen inquired as to what the status was in regards to the access fi.om T.H. <br />//47. <br /> <br />Parks/Utilities Supervisor Boos replied that an access site has been identified and a letter was <br />sent to the property owners inviting them to meet with staff regarding the issue. An initial <br />meeting was held and staff does expect a follow-up meeting. He noted that there would not be <br />program soccer activities until the T.H.//47 access issue is resolved. <br /> <br />Councilmember Anderson stated that she was not sure why they would establish soccer fields <br />until they get the access issue resolved. <br /> <br />Parks/Utilities Supervisor Boos replied that the access issue can be addressed first, but if they <br />want to begin using the park in the next few years they need to begin developing turf. <br /> <br />Mayor Gamec stated that the City needs to make sure they have an agreement with the <br />landowners for access before the project goes forward. <br /> <br />Councilmember Anderson inquired if staff was comfortable that the City has met all the <br />requirements included in the grant. <br /> <br />Parks/Utilities Supervisor Boos replied that he did not see any concerns with regard to the project <br />so far, but they need to make sure that the money will be secured if the project is not started this <br />year. <br /> <br />Councilmember Hendriksen inquired if when they approved the $262,000 did everyone else <br />understand that there was going to be another $300,000 needed to complete the park. <br /> <br />Councilmember Zimmerman replied no, but noted that staff was not asking for $635,500 this <br />year. He also noted that staff needs to make sure that the $100,000 grant does not have a sunset <br />clause. <br /> <br />Councilmember Hendriksen requested that staff finds that information out and bring it back <br />before the Council as soon as possible.
