From: Danielle Holder
To: Chris Anderson
Subject: Opposition to the rezoning located at 7633 161st Ave NW
Date: Monday, February 28, 2022 11:57:01 AM
Hello Chris,
Thank you for agreeing to forward this to the EPB
To whom it may concern, I am writing in opposition to the proposed rezoning. Re-zonng in
this area is likely to cause environmental hardships to the neighboring residents. I suspect
even beyond.
My first concern is that this plan indicates a large amount of impervious surfaces. Once the
lot is covered it will create a large amount of runoff that will need to be dealt with. Since the
site is small and unlikely to accommodate a stormwater retention area that water will either
flood adjoining neighboring properties and roads. Flooding and ground saturation are
seasonal nuisance problems now but likely to worsen as the area is covered by buildings.
All or nearly all the residential properties adjoining this construction are serviced by Well
and Septic, we are concerned for possible contamination of our soils and waters. These wells
are fairly shallow and could become contaminated should flooding occur by organic matter,
salt, pesticides and herbicide and vehicle fluids like gas or oil. The number of cars parking on
the requested land will be greater than likely a housing development as the property is zoned
now. Also different is that the runoff from one big development is likely to collect in one
area. This is also true for housing that is on a well and septic are generally less likely to spray
chemicals on whatever green area they have left.
I am also asking you to consider the noise and light pollution that the neighborhood would
experience should the stadium and field be developed. It is unlikely that any mitigating
factors can be implemented to control the noise and light from a stadium. Also at issue would
be the surface pollution, natural grass would require large amounts of spraying to be kept up,
artificial turf may break down contaminating soils.
There is insufficient reason to believe that this development can be built and safeguard the
environment as well. There is no amount of design changes that can make this reasonable.
We zone for this very reason so we have some natural areas to act as filters for our pollution.
Once this project gets moved forward even for study we are no longer being proactive on our
environment we are being reactive to a problem. Please recommend the City Council vote no
on moving forward.
Thank you,
Danielle Holder
7826 161 st Ave NW
Ramsey MN 55303
