From: Jason Patrow
To: Brian Hagen;Ryan Heineman; Matt WoestehofF; Mark Kuzma;Chelsee Howell; Debra Musgrove; Dan Specht;
Chris Riley;Chris Anderson
Cc: ramseyrezoningwatch(&amail.com
Subject: PACT School Proposal(Project No. 22-107)
Date: Wednesday,March 2,2022 3:19:42 PM
City Board Members,
Good afternoon, my name is Jason Patrow. My family and I live off of Variolite and 163Ave.
We are extremely concerned about the impacts of bringing a school into our neighborhood. We live
in a quiet area with not a lot of traffic, it is very peaceful.
We understand that it's important for PACT to expand and that they would benefit greatly from
another school. The problem is, the location that they want to build it on. It's currently zoned for
residential and the roads are not equipped to handle the amount of traffic that a school would bring
especially with buses existing off of Variolite.
Below is a list of concerns we have:
• The amount of traffic twice a day even with road improvements would cripple our
neighborhood. The only way in or out of our neighborhood is on Variolite. It would
dramatically interfere with the response time of emergency vehicles to our neighborhood
during those time should the need ever arise.
• The current site plan for the school doesn't allow for enough space for the 12 buses they
require which could put the safety of the student at risk.
• There is not nearly enough room for the student drop off and pickup which will push traffic
back out onto Variolite or 161st causing even more traffic problems.
• The proposed entrance and exit road to the north for pickup and drop off would be a blind
spot for traffic do to the hill and its location. This will cause many accidents and possible
death in that location. Those of us that live here know how bad it already is at the
intersection of 161st &Variolite.
• The lack of space for a retention pond for containing all of the runoff from the site. If an
underground vault system was to be used there is no storm sewers to carry it away after it
was treated. From personal experience and dealing with this type of system, I know the cost
associated with it. Our company just proposed installing one for capturing the contents of a
tanker truck and the cost was reaching $175,000. The system here would need to be much
la rger.
• The very bright lights that will be shining through our neighborhood.
• The noise pollution from load speakers.
• The roof top HVAC units for these types of facilities run all night long and are very load.
• The damage done to the ecosystem of the wetlands.
• The water level in the spring time behind some of our homes gets very high already and any
added water to the system could push it into our homes.
• The added runoff from having to widen the roads do to the added traffic.
