CC Regular Session 7. 3. <br /> Meeting Date: 03/08/2022 <br /> By: Grant Riemer, Engineering/Public <br /> Works <br /> Information <br /> Title: <br /> Adopt Resolution#22-059 Accepting Bids and Awarding Contract for Improvement Project#20-07, Construction <br /> of Salt Storage Building at PW Facility <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to consider adopting Resolution#22-059 accepting bids and awarding a contract for <br /> construction of Improvement Project#20-07, Salt Storage Building at the PW Facility <br /> Background: <br /> Included in the original design proposal for the new PW Facility was a line item to relocate the existing salt storage <br /> building to the new site. Once design of the facility started, it appeared that the budget would not allow, so the <br /> relocation was put on hold. Because of the favorable bidding climate and relatively minor corrections needed during <br /> construction,the contingency balance on the new PW Facility as of today is estimated at$1.2 million. <br /> Project Location/ Scope <br /> City Improvement Project#20-07 proposes to replace the current salt storage building located at 14100 Jaspar St <br /> and construct a new salt storage building at the new PW Facility located at 14199 Jaspar St <br /> Existing Conditions/Proposed Improvements <br /> The Cover All structure brand, which is our current salt storage building,went out of business due to <br /> under-engineered structural failures within their buildings. Part of their ensuing settlement was reinforcement <br /> performed by a third party, of their existing structures, including the Ramsey structure. That was only <br /> reinforcement and it rendered the existing structure(s) only serviceable in-place. Moving or resale required a wholly <br /> separate re-engineering of the structure. During the inspection of our existing structure with a local building <br /> representative (who at the time of the reinforcements worked for the company that performed the corrections),they <br /> observed the enhanced supports on the lower chord of the roof truss, as well as larger bracing between the trusses <br /> that made this building viable in place,but not relocatable. <br /> Notification: <br /> On July 13th,the City Council approved solicitation of bids on plans and specifications as prepared by Oertel <br /> Architects. Bids were advertised in the Anoka Union Herald on January 14th and 21 st . Bid information was also <br /> available on Oertel Architects website starting January 26th, as well as electronically through QuestCDN. <br /> On February 23rd, three(3)bids were received and opened in a public bid opening. The bids were then checked <br /> for errors and omissions and were tabulated. All bids were found to comply with the approved plans and <br /> specifications and advertisements for bids, and no errors or omissions were identified.
