"Proposed" General Fund Budget must be adopted by September 17, 2001 and submitted to the <br />County Auditor along with the certified property tax levy. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that the City <br />Council adopt the Resolution Adopting the "Proposed" 2002 General Fund Budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Kurak. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Case #4: <br /> <br />Authorization for Preparation of Plans and Specifications for Azurite Street <br />NW Improvement Between C.R. #116 and Future Sunwood Drive NW <br /> <br />City Engineer Olson stated that this section of road has been identified in the 2002 Capital <br />Improvement Program and would provide access, sewer, water and storm sewer to over 44.6 <br />acres of commercial and industrial property, identified as the Waste Management property. Star <br />Exhibits has come to the City with a development proposal that would increase the timetable for <br />construction of Azurite Street NW to the future Sunwood Drive NW. The City has completed <br />negotiations to acquire an additional site along C.R. #116, identified as the Waste Management <br />property. As part of those negotiations, the City has agreed to allow Star Exhibits to develop a <br />portion of that site. With development plans pending, the City will need to authorize the street <br />and utility work east of C.R. #116. Staff presented an illustration that identified the layout of the <br />new street. This street and utility work would cost an additional $512,000 as estimated by <br />Hakanson Anderson. Hakanson Anderson has worked on the design of the future Sunwood <br />Drive NW as well as the construction of the streets and utilities in Gateway North Industrial Park <br />No. 5 completed last year. It is staff's intent to hire Hakanson Anderson for design, staking, and <br />surveying of the plat for this project and to hire John Oliver & Associates for the inspection. The <br />cost for the inspection services is approximately $19,200 and is included in the $512,000. The <br />funding for this project would come from Tax Increment Financing that will be created as part of <br />this project. <br /> <br />Motion by Mayor Gamec to recommend that the City Council authorize hiring Hakanson <br />Anderson for the design, staking and platting services and John Oliver and Associates for <br />inspection services for the construction of Azurite Street and utility project. <br /> <br />Motion failed for lack of a second. <br /> <br />Councilmember Zimmerman questioned the status of the future Sunwood Drive. <br /> <br />City Engineer Olson replied that the City is currently in negotiation with the MPCA and <br />reviewed what those negotiation discussions have included. <br /> <br />Councilmember Kurak inquired where the funds would come from to hire Hakanson Anderson <br />and John Oliver if the TIF district has not been developed. <br /> <br />Finance Committee/September 11, 2001 <br /> Page 6 of 7 <br /> <br /> <br />
