Motion by Commissioner Johnson, seconded by Commissioner Van Scoy to recommend that <br />City Council grant approval of the proposed site plan contingent upon the compliance with City <br />St~ff Review Letter dated August 2, 2005. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Van Scoy, Levine, and <br />Shepherd. Voting No: None. Absent: Commissioners Brauer and Watson. <br /> <br />Case//2: <br /> <br />Public Hearing - Request for Preliminary Plat Approval of Brookfield <br />Addition; Case of Oakwood Land Development <br /> <br />Presentation <br /> <br />Associa(e Planner Geisler advised that the City has a request for Preliminary Plat Review of <br />t}rookficld Addition from Oakwood Land Development. She indicated that Oakwood Land <br />Development is proposing to create 235 urban single-family lots on 156 acres west of Nowthen <br />Boulevard, and south of Trott Brook. She indicated that on March 22, 2005, the City Council <br />approved a request for Comprehensive Plan Amendment to change the subject property's land <br />use designation fi'om Rural Developing to Low-Density Residential. She stated that the <br />Metropolitan Council has also approved the request, thus the property is now eligible for <br />connection to ~nunicipal sewer and water. <br /> <br />Associate Planner Geisler explained that the net density allowed under R-1 is three units per <br />acre, and the preliminary plat reflects a net density of 1.9 units per acre. She indicated that Trott <br />Brook is a designated tributary of the Rum River, and is subject to Scenic River and Shoreland <br />Management requirements. She stated Staff has received comments from the DNR, and afIer <br />solnc additional discussion with DNR Staff, City Staff has determined that the submitted <br />preliminary plat meets these additional development standards, per the City Staff Review Letter. <br /> <br />Associate Planner Geisler stated that there are substantial wetlands on the proposed plat that are <br />delineated and encumbered with drainage and utility easements on the preliminary plat. She <br />indicated that the grading and drainage plan will have to be reviewed and approved by the Lower <br />Rum River Water Management Organization. She stated that some revisions are required to the <br />grading and drainage plan, per the City Staff Review Letter. <br /> <br />She stated that an Environmental Assessment Worksheet has been prepared, and will be <br />reviewed by the City Council on August 9, 2005. She noted a Tree Preservation / Landscaping <br />l~l~n has been submitted, stating that in Staff's opinion, density transition requirements are <br />satisfied by the existing wetlands on the northern part of the plat and in Block 11. She stated that <br />Statl'is recommending some additional landscaping along the southern boundary of the plat. <br /> <br />Associate Planner Geisler indicated that the preliminary plat proposes to provide access from <br />Nowthen Boulevard and 168th Avenue from the east, and Garnet Street from the south. She <br />stated that a future access is proposed at Marble Street. She advised that the City's <br /> ~ · tln <br />Con]lgrehcns~ve Plan proposes the extension of 167 Avenue as a collector street through this <br />subdivision.
