Chairperson Nixt suggested that they solve the alignment problem in the short-term by going <br />wJlh lhc ] 66th Avenue alignment as being explored by the City Council, and do not have to take <br />land Ii'om the Overtoom's. He stated he would leave the sidewalks for Staffto work out. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to recommend that City <br />Council approve the preliminary plat for Brookfield Addition contingent upon compliance with <br />the City Staff Review Letter dated August 3, 2005, with the following modifications: <br /> · q'hc Planning Commission would support the round-about. <br /> Thc Planning Commission would support the southerly access to Nowthen become a <br /> temporary cul~de-sac. <br /> · Thc Planning Commission would support the reconfiguration of the cul-de-sac by <br /> providing a stub street to Mr. Overtoom's property. <br /> · The Planning Commission would recommend density transitioning for those areas <br /> previously mentioned in Block 5, 6 and 10. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Van Scoy, Levine, and <br />Shepherd. Voting No: None. Absent: Commissioners Brauer and Watson. <br /> <br />Case/43: <br /> <br />Public Hearing - Request for Preliminary Plat Approval of Sweet Bay Ridge; <br />Case of Oakwood Land Development <br /> <br />Presentation <br /> <br />Assistant Community Development Director Frolik advised that Oakwood Land Development <br />has applied for preliminary plat approval of Sweet Bay Ridge to develop 158 urban service <br />single-flintily residential lots on the site of the property generally known as the St. Anthony Gun <br />Club. She indicated the subject site is approximately 102 acres, adding that access from this <br />development is provided onto Variolite Street at three locations. She stated that provisions have <br />been made within the plat for future street extensions into adjacent properties. <br /> <br />Assistant Community Development Director Frolik stated that the development of the property <br />with municipal water and sanitary sewer required a Comprehensive Plan amendment to change <br />the land use fi'om Rural Reserve to Low Density Residential. She indicated that on June 29, <br />2005 thc Metropolitan Council took final action and approved the amendment to the <br />C(mq~rchcnsive Plan. <br /> <br />Assistant Community Development Director Frolik explained that the net density allowed under <br />R-1 is B units per acre, and the preliminary plat reflects a net density of 2.1 units per acre. She <br />stated that all of the proposed lots meet or exceed the minimum lot size. She added that most of <br />thc lots meet the 80 foot width requirement, however approximately 8 lots require minor <br />adjustn~c~ts to comply with the lot width requirement. <br /> <br />Assistant Community Development Director Frolik stated that the wetlands have been delineated <br />and arc proposed to be encumbered with drainage and utility easements. She indicated that the <br />preliminary plat also reflects that the proposed road design will require filling .74 acres of <br />wetlands, which requires a permit.
