COMMITTEE BUSINESS <br /> <br />Case#l: Second Reading-An Ordinance Amending Chapter 3 and Repealing and <br /> Replacing Section 3.40 Entitled "City Funds" <br /> <br />Finance Officer Lund stated that on November 27, 2001, the City Council was presented with the <br />ordinance for the first reading. One change was recommended during the first reading and that <br />was under Section 3.40s, Subdivision l(b)(10)-Equipment Revolving Fund. The wording of <br />"unanimous vote" was changed to two-third majority vote. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council adopt an ordinance amending Chapter 3 known as the operations and administration <br />chapter of the City Code; an ordinance amending Chapter 3 and repealing and replacing Section <br />3.40 entitled "City Funds". <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, and <br />Hendriksen. Voting No: Councilmember Zimmerman. <br /> <br />Case #2: Review and Adopt 2002 Schedule of Rates, Fees and Charges <br /> <br />Finance Officer Lund reviewed the proposed schedule of rates, fees, and charges for 2002, noting <br />that sewer, water, and priority streetlights have been increased. <br /> <br />Councilmember Hendriksen stated that it had been pointed out to him that each city charges a fee <br />for penetrating a roadway, with the reason being that there is damage to the substructure. What <br />was indicated to him is that the City of Ramsey charges a small fraction of what is being charged <br />in other cities. He inquired if staff had researched those fees. <br /> <br />Finance Officer Lund replied that staff reviews the fees and submits their changes, but no <br />comments were made regarding those specific fees. <br /> <br />Director of Public Works/Fire Chief Kapler noted that he did believe that staff had done any type <br />of analysis on what neighboring communities are charging, but would do so. <br /> <br />Mayor Gamec inquired if fees were included in the City's right of way ordinance. <br /> <br />City Attorney Goodrich noted that the right of way ordinance does not pertain in this situation. <br /> <br />Councilmember Hendriksen inquired if it was possible to make changes to the fees after they are <br />adopted. <br /> <br />Finance Officer Lund replied yes. <br /> <br />Finance Committee/December 18, 2001 <br /> Page 2 of 5 <br /> <br /> <br />
