Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council adopt the resolution Adopting the 2002 Schedule of Rates, Fees, and Charges, and direct <br />staff to research fees pertaining to penetrating roadway and present the information as soon as <br />reasonably possible. <br /> <br />Further discussion: Councilmember Anderson noted the equipment rental fee and inquired as to <br />whom the City rented equipment to. Director of Public Works/Fire Chief Kapler replied that the <br />City does not rent out equipment. He explained that the rate is used to establish costs for projects <br />that are going to be charged back. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: <br /> <br />Authorization to Purchase Boat, Motor, and Trailer for the Purposes of <br />Establishing Water and Ice Rescue <br /> <br />Director of Public Works/Fire Chief Kapler stated that for several years the Ramsey Fire <br />Department has trained to provide shore based water rescue. With two of Ramsey's borders <br />being rivers, along with numerous small lakes and wetlands, it is the Fire Department's opinion <br />that Water Rescue is a service the community will expect to receive in the case of an emergency. <br />It was noted that the Anoka County Sheriff's Department also has watercraft, Scuba Divers and <br />miscellaneous other equipment, but with a response time to Ramsey of approximately 30 to 45 <br />minutes or longer, the County's service is most times in a recovery mode rather than rescue. <br />Contained in the 2001 budget is $5,000 for the purchase of a boat, motor, and trailer to be used <br />for rescue situations beyond the reaches of shore based rescue equipment. Earlier this year the <br />Ramsey Lions donated four survival suits, personal flotation devises (PFD's) and rescue rope to <br />the Ramsey Fire Department. Although this equipment was received in anticipation of the boat, <br />motor, and trailer purchase, all can and will be utilized for shore based rescue. The Fire <br />Department staff obtained (on loan) a Zodiac inflatable boat from the military surplus inventory <br />program run by the MN DNR in Grand Rapids, MN. The boat is a 1995 model in good <br />condition, capable of holding up to ten people. The boat is designed to be used with up to a 40 <br />hp motor. The cost to purchase the boat will be approximately $100. A trailer designed to the <br />specific needs of a Zodiac boat is priced between $1,800 to $2,000. A 25hp motor runs <br />approximately $2,500, although local suppliers could be contacted to investigate possible savings <br />and donations. At the Public Safety Board meeting of October 25, 2001, the Board unanimously <br />voted to recommend the Council authorize the purchase. Funding for the purchase of water <br />rescue equipment would come from the 2001 Capital Budget as approved. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council approve the purchase of a boat, motor, and trailer for an amount not to exceed $5,000. <br /> <br />Motion carried.
