Case//4: Information Systems (Computer ReporO

City Administrator Norman stated that on June 26, 2001, the City Council authorized staff to
accept the proposal of Mr. Barry Johnson of Dynamic Information Systems, LLC. Mr. Johnson
was to assist City staff in developing a technology plan for the City.

Mr. Barry Johnson reviewed his Information Systems Recommendation Summary for the City of
Ramsey.

Councihnember Anderson stated that there seemed to be an assumption that the City would be
contracting with GovDocs, but there was some real reservations about them amongst some of the
Council.

Mr. Johnson replied that he was not made aware of any reservations by staff.

City Administrator Norman explained that the Council had not been made aware of the website
design package by GovDocs and presented a proposal submitted to the City to the Council for
their review.

Mr. Johnson continued on with his summary and explained that presently the City of Ramsey
contracts with Netmark for computer support, but there is dissatisfaction amongst most of City
staff with their service.

City Administrator Norman noted that he investigated that issue himself as well and it was made
very apparent to him that the services of Netmark has digressed over the last year.

Mayor Gamec stated that he would like to see what the key components are to get started with
developing a website for the City.

Councilmember Hendriksen stated that his concern is that he does not want to see the City
committed to a program that will cost a lot of money because they were enticed by a low initial
fee to develop a website. He recommended that they discuss the issue in depth at a work session.

Councilmember Kurak agreed that they needed to discuss the issue further during a work session.
She felt that they should focus on Phase I of a website and computer support first.

Councilmember Anderson suggested that they include some of the computer questions when
interviewing the Assistant City Administrator candidates.

Consensus was to discuss the issue further at a work session in January.

COMMITTEE INPUT

None.

Finance Committee/December 18, 2001
