The life cycle cost where estimated based off reducing 1 lane of pavement for the length of Waco Street(0.134
miles; 911 square yards). The table below summarizes life cycle cost factors used to determine the overall life cycle
cost savings.
Summary of Life Cycle Treatment Costs
Treatment Units Cost/Unit Treatment Cost Treatment Years
i
Rejuvenator 911 SY $ 1.11 /SY $ 1,007.3 8 11 21, 41
Crack Seal 911 SY $ 0.57/SY $ 519.27 31 71 141 231 271 34,43147154
2"Mill & Overlay 911 SY $11.11 / SY Is 10,124.73 20, 40
Snow Events 78
Annual 0.1335 Ln Mi $ 684.41 /Ln Mi $ 91.3 8 Annual
Salt Events (8
Annual) 0.1335 Ln Mi $ 740.10/Ln M1 $ 9 8.82 Annual
Per the estimated costs, the additional up-front costs minus the life cycle cost savings to reduce the width of Waco
Street is an additional $23,500 - $46,000 than option 1, which is reconstructing Waco Street to its existing width.
The additional up-front cost of$86,141.82 is a 15-percent increase to the overall project costs.
Notification:
Notifications are not required for this case.
Observations/Alternatives:
Motion to adopt Resolution#21-345 authorizing reconstruction of Waco Street to the existing pavement width as
part of Improvement Project#22-01.
Recommendation:
Staff recommends adopting Resolution#21-345 authorizing reconstruction of Waco Street to its existing pavement
width as part of Improvement Project#22-01. The additional cost of reducing the width of Waco Street from 46' to
34' will have an estimated up-front cost of$86,141.82,which is a 15-percent increase to the estimated project
costs. Estimated life cycle costs will not result in a net overall savings over the estimated life of the improvements,
falling$23,500 to $46,000 short of the up-front cost. Reducing the width of Waco Street also adds significant
complexity to the project design and construction, and results in extensive impacts to residents along one side of
Waco Street, both during and post construction.
Action:
Adopt Resolution#21-345 authorizing reconstruction of Waco Street to existing pavement width as part of
Improvement Project#22-01.
Attachments
Res 21-345
Waco Street Option 1 Layout
Waco Street Option 2 Layout
Form Review
Inbox Reviewed By Date
Bruce Westby Bruce Westby 12/08/2021 12:02 PM
Kurt Ulrich Kurt Ulrich 12/09/2021 10:59 AM
Form Started By:Joe Feriancek Started On: 12/02/2021 08:31 AM
Final Approval Date: 12/09/2021
