RECORD OF DECISION <br /> Based on the EAW, the response to comments, and the Findings of Fact,the City of Ramsey,the RGU for <br /> this environmental review, concludes the following: <br /> 1. The EAW was prepared in compliance with the procedures of the Minnesota Environmental Policy <br /> Act and Minnesota Rules,Parts 44 10.1000 to 4410.1700; <br /> 2. The EAW satisfactorily addressed the issues for which existing information could have been <br /> reasonably obtained; <br /> 3. Based on the criteria established in Minnesota Rules 4410.1700,the project does not have the <br /> potential for significant environmental effects; <br /> 4. The City makes a"Negative Declaration;"and <br /> 5. An EIS is not required. <br /> 11 <br />
