She asked the Council <br /> to think of their families living next door to a gun shop with ammunition and classes with 10 to 20 <br /> people. <br /> Deb Kemp, 6003 178th Lane NW, stated she lives around the corner from Mr. Trout. She stated <br /> she has a permit to carry and believes in 2nd Amendment rights but doesn't feel that there is enough <br /> security in a metal pole building. She challenged Mr. Trout's claim that he knows everyone he <br /> sells to and because of Facebook that is a lot of people coming and going. She didn't feel a <br /> residential neighborhood was the right place to sell guns or that the guns would be secure. <br /> Mr. Trout responded to the resident comments. In response to cars coming and going all day, he <br /> had an average of one sale per day for the last two years which includes online sales. In response <br /> to the Planning Commission not doing their job in announcing a home occupation, he stated they <br /> aren't required to. He stated they are not requesting commercial but want to stay within residential <br /> zoning permit guidelines. He stated there are already seven other homebased FFL's in residential <br /> neighborhoods in the City of Ramsey, four of which have manufacturing permits on smaller lots. <br /> He responded to the comments that the Facebook page has his address by saying that it only lists <br /> Ramsey,Minnesota. Regarding security he stated there is automatic motion sensors on each corner <br /> of the pole barn and he meets and exceeds firearm safety security measures. He asked the Council <br /> to allow a legal business to continue to conduct a legal business. <br /> Councilmember Heineman asked Mr. Trout asked about the value of merchandise and if it would <br /> be advantageous for it to be stolen <br /> Mr. Trout replied he didn't think so. <br /> Councilmember Heineman asked it was conducive for Mr. Trout to secure the firearms. <br /> Mr. Trout replied the firearms are secured in gun safes in the pole barn with automatic locking <br /> doors, security doors, and a 24-hour security camera system. <br /> Councilmember Heineman asked if Mr. Trout had friends and family visit him. <br /> Mr. Trout replied he did and they stay with him. <br /> Councilmember Heineman asked if the neighbors felt the need for him to declare family members <br /> or friends because he didn't know how it would be regulated. He stated he felt like more of risk <br /> than Mr. Trout because he is a gun owner and his address is listed on the internet as well, when <br /> Mr. Trout has taken more safety measures. He felt that businesses should be allowed to operate <br /> with a conditional use permit out of their homes and this is not a process that isn't done but the <br /> difference is because it is firearms. He asked Police Chief Katers if he has looked into this and the <br /> referenced a letter from him stating he didn't have any concerns about the security of the building <br /> and how it relates to other gun stores. <br /> Police Chief Katers replied he hasn't inspected the property but City Staff has. He stated his <br /> approval was based on the first HOP,not the second. He asked the Council, similar to the Planning <br /> City Council/March 8, 2022 <br /> Page 20 of 38 <br />
