Councilmember Musgrove responded to Councilmember Riley's comments that the questions <br /> have been asked and answered. She asked him if he knew how long it was between the questions <br /> being asked and the answers, that is was a struggle and that is a problem. She asked him if that is <br /> okay with him. <br /> Councilmember Riley stated this case is about an investigation or inquiry and he is saying that <br /> checking the questions and answers for validity should be the starting point. <br /> City Administrator Ulrich clarified there are 23 additional questions or requests for information <br /> and asked if the City Attorney should include them in his inquiry. <br /> Councilmember Howell replied with his professional purview because she gets wordy. <br /> City Administrator Ulrich summarized the City Attorney will take the list of 23 comments <br /> provided by Councilmember Howell along with comments included in the packet. The City <br /> Attorney will review the responses, draw some conclusions about the process, and report back to <br /> the Council. He asked if two weeks was enough time and if this issue can be completed at the next <br /> Council meeting. <br /> City Attorney Knaak suggested that he give the Council something at least preliminary within two <br /> weeks and they could decide at that point if the further inquiry is necessary. He stated the <br /> Council's authority in inquiry under the Charter is very significant,there is subpoena power,which <br /> he doesn't anticipate needing. He stated he can't move forward without expressed authority. He <br /> suggesting seeing the preliminary findings. <br /> Motion by Councilmember Woestehoff, seconded by Councilmember Musgrove, to begin a <br /> preliminary inquiry and report back to the Council in two weeks. <br /> Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Woestehoff,Musgrove,Heineman, <br /> Howell, Riley, Specht. Voting No: None. <br /> 7.09: Discussion of the Responsibilities and Duties of the City Administrator <br /> City Administrator Ulrich stated this was added by Councilmembers Musgrove and Howell with <br /> supporting documents included in the staff report. He stated the Charter provides that the Council <br /> adopt a resolution and they are still looking for that but it has been carried forward with the job <br /> description. <br /> Councilmember Musgrove commented that she made her points in the previous case regarding <br /> having basic things provided and that the City Administrator is in a middle position between the <br /> Staff and Council in providing information for cases, getting answers for questions, and providing <br /> guidance for who to go to. She stated sometimes she thought they got the support needed and <br /> sometimes they don't. She stated the in other cities, the Staff works at the pleasure of the Council <br /> and that is frustrating for her.
