City Administrator Ulrich replied he understood and didn't want to overload the Council with <br /> information they have to sift through but he goes through the information. He stated that he didn't <br /> always think through base documents but would do a better job of doing that. He stated he gets <br /> feedback from Councilmembers all the time with requests for information and tries to make <br /> changes based on it. He understood what she was saying about the working relationships and <br /> improvements that could made in terms of how the organization works together. He stated in the <br /> organizational chart, Ramsey residents are at the top and Council and Staff all work for them. He <br /> stated he respects her opinion and the need to work together as a team. He stated he has confidence <br /> that the Staff has pledged to do that and to improve the working relationships. <br /> Councilmember Riley suggested all Council questions go through Deputy City Administrator/ <br /> Community Dev. Director Hagen because it would help Staff by adding a layer between, and help <br /> Council get information back. He suggested Deputy City Administrator/Community Dev.Director <br /> Hagen be the clearinghouse to take care of getting answers by the appropriate Staff and provide <br /> answers to all of the Council at the same time. He stated there is time for City Administrator <br /> Ulrich to help and asked if that would be agreeable. <br /> Councilmember Musgrove asked if Councilmember Riley is suggesting Deputy City <br /> Administrator/Community Dev. Director Hagen because he doesn't want City Administrator <br /> Ulrich in the loop and burdened by the questions or if City Administrator Ulrich could be included <br /> along with Deputy City Administrator/Community Dev. Director Hagen. <br /> Councilmember Riley stated he is flexible. He felt there was a trust level with City Administrator <br /> Ulrich right now and City Administrator Ulrich would be retiring in two months. He thought one <br /> point of contact would be a workable solution. <br /> Councilmember Musgrove referenced the wealth of knowledge and duties that the City <br /> Administrator has while he is still employed. <br /> Councilmember Riley replied he heard a different story from her. <br /> Councilmember Musgrove replied she was saying she is disappointed at times by the lack of <br /> information sharing,not that she didn't want City Administrator Ulrich to not do his job anymore. <br /> Councilmember Riley commented that for the next two months then, they could do both. <br /> Councilmember Heineman agreed that both could be included and Deputy City Administrator/ <br /> Community Dev. Director Hagen could delegate tasks to City Administrator Ulrich for areas he <br /> doesn't have expertise in. He stated there is room for improvement for each of them. He thought <br /> he could be more respectful in speaking to residents, that Staff could do better in being more <br /> prompt, and Council could do better at not assuming Staff is doing nefarious activities. He stated <br /> they need to find what the issues are, find solutions, authorize an inquiry that will yield the proper <br /> results, and take action from there. He wanted to ensure that what comes next is constructive. <br /> Mayor Kuzma summarized there is a consensus that questions can go to both Deputy City <br /> Administrator/Community Dev.
