The developer also has stated that they build in areas like this all the time.
However high density developed areas are not like this. This area relies on our
watershed to function as nature intended so our septic systems do not flood and
contaiminate adjoining property and potentiially our wells. If a school is built it
will be on high ground compared to surrounding proeprties. No amount of
drainage system can account for the extra runoff from covering nearly the entirety
of 18 acres and keep it from flooding the proeprties to the North. The developer
is betting on civil engineers but what happens if they fail or the costs run high.
The Environmental Policy Board did not see any reasonable path nor benefit in
going forward. We will figure it out later is an insuffcient argument when it
comes to our enviroment.
There is the argument that this is a public school that would benefit Ramsey
students as well and that justified the harm to our enviroment and the nuisance to
the adjoining proeprty owners. That is not a good argument. The charter school
is not following best practices for design of a school put out by the Minnesota
Department of Education. I am sure you have recieved this but I will attach it for
the record. If this is truly to be a benefit to Ramsey shouldn't it be as good as a
district school. Shouldn't we require at least that if we are going to re zone for a
school. My understanding is that the city will follow Bulk Standards for B 1
Business zoning. This zoning does not allow for outdoor activity since it would
be a nuisnace. Are we still going to allow the stadium? Is there areally anyway
the the noise and light from this can be contained.
For the forgoing and other reasons I am requesting that you do not allow this to
move forward.
Sincerly,
Danielle Holder
Jeff Lubasrski
7826 161 st Avenue NW
Ramsey MN 55303
