Senior Planner Anderson replied City Code reads "home occupation shall not generate excessive <br /> vehicle traffic which is defined as anything over eight round trips per day" between anything <br /> related to the business. <br /> Councilmember Heineman stated that one of his concerns was reasonable trips and Staff is saying <br /> there could be limits placed on it. One suggestion was to make it appointment only which it sounds <br /> like is something Mr. Trout is agreeable to. <br /> Mr. Trout replied he wants to be by appointment only and make it so no one knows there is a <br /> business there. <br /> Councilmember Heineman asked,to be clear, if it was the case that there are other businesses with <br /> home occupation permits working in Ramsey doing similar things outside of firearms in terms of <br /> appointment only such as piano teachers. <br /> Deputy City Administrator/Community Dev. Director Hagen replied that is correct. <br /> Councilmember Heineman replied the issue isn't around an appointment only business operating <br /> with a conditional use permit, the issue is that it is firearms. He stated with the resident's <br /> experience, certifications and being a lawful license holder, he didn't have a problem with it. <br /> Councilmember Musgrove thanked Mr. Trout for his service. She referenced when the calls were <br /> received by the City, there was discussion about multiple vehicles coming to the property <br /> throughout the day and asked if there were more details. <br /> Deputy City Administrator/Community Dev. Director Hagen replied he didn't take the phone call <br /> and didn't have the details but there was a general concern expressed at the Planning Commission <br /> meeting that there were a lot of vehicles on a street that is a dead end street. He stated a common <br /> concern expressed by neighbors that the vehicles weren't known and were concerned about their <br /> safety. <br /> Councilmember Musgrove asked if traffic laws were being violated or if a lot of noise was being <br /> generated. <br /> Deputy City Administrator/Community Dev. Director Hagen replied no, there was a general <br /> concern about not knowing the drivers of the cars coming into the neighborhood. <br /> Councilmember Howell commented she struggled with the fact that it is a public road which are <br /> used by everyone and how the burden is put on City Staff to monitor traffic and assess who is <br /> coming and if it is for business or personal. She stated this is an issue with trips per day that is in <br /> the code. She stated if this were to go through how it would be addressed to avoid having to take <br /> Staff time monitoring traffic. She stated it is an unusual business but she stated that there aren't <br /> stipulations or safety measures for someone who is a gun collector. She stated the applicant is <br /> highly qualified, the Police Chief can have oversight for safety measures, and home occupations <br /> are allowed in Ramsey. She stated a concern about someone picking up a firearm from someone <br /> City Council/March 8, 2022 <br /> Page 18 of 38 <br />
