Chairperson Cook requested that staff find out from the Council as to what they are willing to do including a dollar amount. Parks/Utilities Supervisor Boos replied that he would have the item placed on the April Park Commission agenda so as to confer with the Finance Officer on funding opportunities. Mr. Boos reminded the Commission that at one time the project was suggested to be completed before the game fair. Case #2: Update Park and Trail Plan Map Parks/Utilities Supervisor Boos stated that periodically the Commission revises the Park and Trail Plan map to reflect; completed projects, changes in land use, map corrections, recreational need projections and opportunities. The Plan was last updated in October of 1999. Mr. Boos presented the Commission with the proposed changes to the Park and Trail Plan map. Based upon the consensus of the Commission at their February workshop, in the vicinity of Northfork it seemed to make more sense to have a more passive use around Lake Itasca and then designate a flat area along 153rd Avenue for active recreation. Mr. Boos reviewed other modifications to the map. Motion by Commissioner Ostrum, seconded by Commissioner Droegemueller, to direct staff to make changes on the Park and Trail Plan map as indicated by the Commission, including the area around Lake Itasca. Motion carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Droegemueller, Johns, and Rolfe. Voting No: None. Case #3: Sketch Plan Review of Royal Oaks Realty Parks/Utilities Supervisor Boos stated that the purpose of the case was to review the proposed Royal Oaks Realty Planned Unit Development. In more complex subdivisions, especially those involving park land and trail dedication, it is important to review the plat early in the platting process. The Planning Commission reviewed the sketch plan at their regular scheduled meeting on March 6, 2001. Mike Black, Royal Oaks Realty, explained that they are proceeding with a Planned Unit Development for the 87 acres along Nowthen Boulevard. He stated that they have been working for some time with City planning staff on a proposal for the site. Currently the plan shows 71 single-family homes, 152 eight-unit townhomes, and an 85-unit co-op senior building for a total of 308 units. As part of the development they would like to build onto the existing trail way system in the area. Mr. Black reviewed the proposed trail connections and areas of land they are proposing to dedicate to the City. Chairperson Cook inquired if residents from the development would be able to use Emerald Pond Park. Parks/Utilities Supervisor Boos replied yes explaining that if a trail connection were made at Fluorine Street the connection would be shorter. Mr. Black stated that the Planning Commission felt that it would be better if there was a street connection on Fluorine Street between the existing development and new development.
