The Commission reviewed the land that would be dedicated to the City. <br /> <br />Commissioner Rolfe inquired as to what streets would need to have sidewalks installed as part of the City <br />ordinance. <br /> <br />Parks/Utilities Supervisor Boos explained that all new residential streets are required to have sidewalks <br />on at least one side except in the case of cul-de-sacs where they may not be needed. Private streets were <br />not addressed in the ordinance, but in a recent townhome development the City did not require sidewalks, <br />but it was made clear that the City would not take over maintenance of those private streets at any time. <br /> <br />Mr. Black questioned what the purpose of the sidewalk requirement was. <br /> <br />Parks/Utilities Supervisor Boos replied to allow residents and children a safe place to walk and bike. <br /> <br />Mr. Black inquired as to when the ordinance was adopted. <br /> <br />Parks/Utilities Supervisor Boos replied that the sidewalk ordinance was adopted in 2000. <br /> <br />Mr. Black stated that he understands that everyone wants to protect their children, but the incidence of <br />pedestrian accidents in the neighborhoods is low. <br /> <br />Chairperson Cook stated that one of the reasons the City has a sidewalk ordinance is because it enhances <br />the City's trail system by giving children a safe place to access the trail system. <br /> <br />Mr. Black replied that he could understand requiring sidewalks on a collector street, but not on all <br />residential streets. He inquired if the sidewalks have to be concrete or blacktop. <br /> <br />Parks/Utilities Supervisor Boos explained that the ordinance requires a minimum of a five-foot concrete <br />sidewalk. <br /> <br />Mr. Black stated that there is always a dilemma of when the sidewalks should be constructed. He felt that <br />it would be appropriate for a trail along the section of roadway that connects to Nowthen Boulevard. If <br />they construct a sidewalk along the residential streets the sidewalks would end at the existing <br />development because there are no sidewalks in the existing development and the sidewalk would parallel <br />the existing trail system that exists behind the residents. <br /> <br />Parks/Utilities Supervisor Boos explained that the Park Commission and the Planning Commission <br />conducted several joint meetings regarding the sidewalk ordinance, at which several public hearings <br />where held, which included developers. The resulting ordinance requires that they be constructed as <br />Stage 1. <br /> <br />Mr. Black questioned what Stage 1 meant. <br /> <br />Parks/Utilities Supervisor Boos explained that Stage 1 means that if you build a street you build the <br />sidewalk. <br /> <br />Park and Recreation Commission/March 8, 2001 <br /> Page 4 of 8 <br /> <br /> <br />
