Highway #10 and Highway #169 as well as County Road #57. If the smaller lot were used, the
park dedication would be $7,178 or a difference of $4,700. Staff is only making this
recommendation if both trail segments are constructed as a stage one improvement. A frontage
road easement will be retained on the north side of the property, which would ultimately connect
to C.R. #56. The developer is recommending that the trail paralleling Highway #10 be along the
frontage road rather than the highway. Staff feels that this suggestion is reasonable. Staff
recommended that park dedication consist of a cash payment of $7,178 provided that both trail
segments are constructed as stage one improvements.

Chairperson Cook inquired as to how they could go ahead with approving the lots and the
concepts if they don't even know if they have a locked in place for the frontage road.

Parks/Utilities Supervisor Boos replied that at this site it is probably a certainty that the frontage
road will be placed on the backside of the property because of the intersection of a County Road
and a State Highway at the front.

Chairperson Cook stated that if they went with the alignment proposed it would be more
beneficial to have the sidewalk on the north side of the frontage road.

Commissioner Johns stated that it should be stipulated that the trail goes in no later than when
they complete the frontage road.

Motion by Commissioner Ostrum, seconded by Commissioner Rolfe, that park dedication be in
an amount of no less than $7,178 and no more than $11,789 and that the sidewalk/trail be
constructed no later than the time that the frontage road is constructed.

Motion carried. Voting Yes: Chairperson Cook, Commissioners, Ostrum, Rolfe, Johns, and
LaMere. Voting No: None.

Case #2: Approve Updated Park and Trail Plan

Parks/Utilities Supervisor Boos stated that on March 28, 2001 the Commission updated that Park
and Trail Plan map by consensus. Those changes have been made and revised maps were
presented at the meeting for the Commissions approval.

Motion by Commissioner Johns, seconded by Commissioner Ostrum, to approve the revised
Park and Trail Plan.

Motion carried. Voting Yes: Chairperson Cook, Commissioners, Johns, Ostrum, LaMere and
Rolfe. Voting No: None.

Case #3: Identify Outdoor Meeting Schedule

Parks/Utilities Supervisor Boos stated that for several years, the Park and Recreation
Commission has held regular meetings outdoors in the months of May through October (weather
permitting). This provided the Commission an opportunity to inspect and comment on parks as a

Park and Recreation Commission/April 12,2001
Page 3 of 8
