Armstrong Bouiev~d and TI-[ 10/169 is a four-legged fully-actuated signalized <br />intersection. Armstrong Boulevard (CSAH 83) is designed with a right turn lane and <br />t[trough-left turn lane in the southbound approach., A reft turn lane and through-right lane <br />are located on the northbound approach. TH ~0/169 is a four-lane divided highway with <br />a right and left turn lane on botlt approaches with CSAH 83. TI-[ 10/169 is 65 mph west <br />of CSAH 83 and 60 mph east of CSAH 83. <br /> <br />The lanes and traffic control for each intersection are shown inFigure 2. A.M. and P.M. <br />peak hour turning movement counts were collected at all of the intersections on April 5, <br />2005. These volumes are shown in Figure 3, . <br /> <br />it is proposed that the ne?,v development, along with Town Center 1, will be developed by <br />2007. Using the existing traffic growth rate of 2,5% in Anoka Coun!y,_the estimated <br />baseline traffic vAth no new devetopment is projected, Th.is growth is assumed to be' <br />straight-tine growth und! .~00,.
