the north on Armstrong Bird., [0% is to/fi'om the east on Industo' Blvd., 64% is to/from
thc southeast on TH 10, and 16% is to/fi'om the northwest on TH 10.

In the Erst scenario, the New Development trips were adcied to the baseline volumes to
create the Build volumes. The Build volumes fbr 2007 are shown in Figure 5. To fully
analyze the effects of the development traffic on the roadway network, the additional
tralt~c fi'om Town Center I and the proposed Superstore was added to the Build
c~mdition. Thd second scenario, with the resulting Full Build volumes fbr 2007 am
shown in Figure 6,

As traffic grows from other developments in Ramsey rind Ir'om additional development in
thc surrounding communities, baseline traffic is going to grow. The traffic growth rate
For Anoka County is currently 2.5%, as taken fi'om the Minnesota Department of
Tt'ansl2ortati(m. With thc new development of the Town Centex', [I is estimated that the
traffic in the surrounding area will grow-Paster than 2,5% after 2007. Th~ third scenario
exponentially grew the 2007 traffic vo(umes by 3.0% per year to develop the 2017
fi)rccastcd volumes. The development volumes calculated in the second scenario were
tht:n added to the 2017 baseline traffic, This traffic was then distributed to the proposed
2017 roadway network. The resul'ting Full Build volumes tbr 2017 are showa ~n Figure
7.

Thc fourth scenario exponentially grew the 2017 tr~fic volumes by 3.0°.,/0 per year to
develop 2030 baseline forecasted volumes and added the development volumes
calculated in the second scenario. The 2030 traffic was redistributed to the trafiic '
network to account for the new river crossing. As identified from the 3~[nDOTNorth~.vest
A&lro Cor;qch,' and River Crossing Project Statement, August 2001, it w~s estimated that
thc Future river crossing would divert 45% of the traffic currently using TH 10 east of
Armstrong Boulevard to use the new river crossing. Additionally, some of the traffic that
now uses the 'Ft-[ 169 river crossing in Anoka to access Ramsey to the east on TH 47, will
now use the. new river crossing. The ADT of fl-~e river crossing was estimated to be equal
to 43,000 without the developments and 50,000.with the new developmentsl These Full
Build volumes are shown in Figure 8.

/hd/e bh)me.r De velopmen/ E,4 W
r~'ct:[j'ic &~pact Study "
Ci0, (~['Ram.~'ey, ,4noka (i'O?l~ty, Minnesota

pa~,e I0 of 24
Prepared by:
Botton & Men/c, &C

115
