Bernard <br />Transportation Planner <br />Anoka County <br />l:500::West County Road B-2 <br />R0se~ille, MN 55'113-3174 <br /> <br />Puke Homes Sommerset Station Environmental Assessment Worksheet <br />Ramsey, Anoka County <br />BMI Project Number - M21.36785 <br /> <br />Dear Mr. Bernard: <br /> <br />Thank you for your response regarding the Pulte Homes Sommerset Station Environmental Assessment <br />Worksheet. <br /> <br />The project developer and City will follow the guidelines of the Anoka County Highway Department <br />Development Review Process Manual, dated December 2003. <br /> <br />We would request the City use the Metropolitan Council's Traffic Model, or the County Traffic Model <br />(based on the Metro Council Model) to project furore tral'fic. With the trends occurring in the region we <br />question the trip generation numbers provided in the EAW. <br /> <br />As an example, the Metro Council's Travel Behavior Inventory numbers for Anoka County show an <br />average of 12.3 trips per single-family home are generated from homes in our area. We have found these <br />numbers to be a better representation of the trends occurring in the area. <br /> <br />We request that there be a full discussion of traffic impacts prior to any final approvals. Our data shows <br />much greater impact from traffic generated by this development. We have serious concerns about the <br />impacts on the County Highway System. <br /> <br />in regards to section 21 of the traffic study, the EAW should consider the cumulative impact it wilI have <br />on the roadway system with other de,4elopments occurring in the area; i.e. Brooldield Addition and the <br />Sweetbay Ridge Development. They will all share the same roads at about the same time based on the <br />proposed development timing of each project. <br /> <br />The development will be staged until an interchange is built at TH 10. Staging will allow development at <br />a rate that the roads can accomodate. Capacity points in time will be decided through use of the'traffic <br />models mentioned above. <br /> <br />Connectivity to the proposed Anoka County Mississippi River Regional Trail will be provided in the <br />Sommerset Station development. A connection would be made with the existing trail running along CR <br />116 (Bunker Lake Blvd), which cun:ently ends at CSAH 83 (Armstrong Blvd).
