Preliminary P&t Review: &tmmerset ~Y_[eadowx ' <br />September 30, 2005 <br />Page $ of $ <br />Lot Sizes: The minimum lot size for a R-1 Single Family Urban lot is 10,800 square feet. <br />Most of the proposed single-family lots are less than the required lot size (139 of 154 lot). <br />You are requesting the smaller single-family lot sizes as part of the PUD. The single- <br />family lots range fi'om 7,952 sq. ft. to 14,698 sq. ft. with an average lot size between 8900 <br />to 9,000 square feet. Townhomes do not have minimum lot size. From the submitted <br />preliminary plat, it appears that the townhome units will be divided by the Common <br />Interest Community (CIC) plat. Please confirm if this is the case. <br /> <br />Lot Dimensions: The minimum lot width for R-1 Single Family lots is 80 Peet as <br />measured at front yard setback. It appears that all of the single-family lots are less than <br />80 feet wide at building setback. The lots average about 61 feet in width at the front <br />building setback line. You are requesting this smaller lot width as part of the PUD <br />request in order to foster a neighborhood design element as well as to make up for the <br />loss of nearly I4 acres being given to the City for the future Mississippi River Bridge <br />crossing. Under City, Code, there is not a minimum lot width requirement for townhomes. <br /> <br />Setbacks: Per Staff direction, you have' prepared a setback exhibit (pg. 17-18 of 35). <br />Setbacks appear to be met for all of the units except fbr two areas (Lot I, Block 3 and Lot <br />5, Block 6). The required comer side yard setback is 30 feet. The Developer is proposing <br />that that these V,vo lots have a 25-foot comer side yard setback. This deviation from code <br />will be required to have approval as part of the PUD request. <br /> <br />Grading and Drainage Plans: The project will require a permit from the Lower Rum <br />River Water Management Organization. The permit will address the storm water <br />calculations as well as the wetland filling and mitigation as noted below. Review of the <br />grading tabulation indicates that all of the lots have the minimum 2 foot vertical <br />separation between the nearest 100 year water level and the lowest floor elevation. This <br />project will also require an N-PDES If permit from the Minnesota Pollution Control <br />Agency. A copy of the permit application must be provided to the city. The permit must <br />be transferred if the property is sold during development or when the contractors working <br />on site change. The typical permit is valid seven days after the application is mailed; <br />however, there are specific conditions under which a longer review period is required. <br />These specific conditions should be investigated during the review process so that <br />construction is not delayed waiting for this permit. <br /> <br />The park grading in the northwest comer should be adjusted to move the drainage swale <br />away from the middle of the park. An exhibit must be prepared showing how the park- <br />could be developed with parking, a play field and other amenities. The park area may be <br />more useful to the city if the narrow triangular area north of lots 8 - 11 was'reconfigured <br />by losing a lot and extending the remaining lot lines to the right of way. <br /> <br />The drainage and utiliw easements along rear lot lines must cover the area anticipated to <br />be inundated during the i00 year event. Please review the anticipated flow width in <br />drainage swales and adjust the easements accordingly. <br /> <br />160 <br /> <br /> <br />
