Preliminary Plat Review: Summerset Meadows ~" <br />September 30, 2005 <br />?age ~ q/'8 <br />The Ramsey Town Center project is providing a pipe outlet to the Mississippi River for <br />stormwater. RunoZ ti'om this site was included in the sizing of the outlet pipe. Runoff <br />/bona this site must be limited to the rates used in sizing the outlet pipe. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water. All lots are <br />proposed to be served by municipal sewer and water. The plans show extension of sewer <br />and water to the plat limits in contbrmance with city code. <br /> <br />The storm sewer in Block 14 must be revised to provide treatment of water from the <br />street prior to discharge to the wetland. The plan currently shows discharge of street <br />drainage directly to the wetland. <br /> <br />Streets and Access: The project is' proposing a Combination of public and private streets. <br />Connection will be made on the east at the intersection of Bunker Lake Boulevard and <br />Atxnstrong Boulevard. Bunker Lake Boulevard will extend across the site and connect <br />with Puma Street on the west side of the site. Bunker Lake Boulevard will be a city street <br />at the time of construction and may be turned over to the county in the future. Puma <br />street must be paved between Bunker Lake Boulevard and Alpine Drive. The Bunker <br />Lake ~oulevard right-of-way is shown as I00 ft wide, it must be incre, ased to 120 feet <br />wide to comply with current design standards for county roads. <br /> <br />A temporary cul-de-sac is shown on 151st Lane between Blocks 4 and 6. Building will <br />not be permitted on Lot 1, Block 4, Lot 1, Block 6 and Lot 2, Block 6 until 151st Lane is <br />extended to the east. <br /> <br />SevcraI of the intersections of private drives with the public street in Block 7 must be <br />moved to align the entrances from both sides of the streets or to provide 150 feet between <br />centerlines. Most of the 'private drives are over 200 feet and will require turn around <br />~'eatures for emergency vehicles. Several are over the 600 fi limit for cul-de-sacs, <br />connections must be provided to reduce the maximum length. <br /> <br />Access must be provided to the area northeast of Block 14. This area is landlocked under <br />the current plan. <br /> <br />The angle between legs of street intersections must be in the range of 75 to 90 degrees. <br />Veri¢ that all intersections meet this requirement. <br /> <br />Wethmds: The submitted plans show 13.96 acres as delineated wetlands with 0.69 acres <br />of wetland filling and 0.79 acres of wetland mitigation. The mitigation area should be <br />increased to 2 times the filled area. The filling and mitigation plans must be approved by <br />the LRRWMO. The phasing plans show the wetland fill area as Phase II work while the <br />miti~4ation area is adjacent to the Phase 1 area. The filling and mitigation should be <br />pert'onned early in the project as it takes several years of vegetation gowth before the <br /> <br />161 <br /> <br /> <br />
