Early construction will provide time for <br />identi~ing and creating additional mitigation area if the initial mitigation area is not <br />acceptable. <br /> <br />Wetland Buffering: The City is in the process of considering a wetland buffer <br />ordinance. While this ordinance is not yet in effect, Staff is requesting that you consider <br />implementing a wetland buffer along the edges of wetlands within the plat. <br /> <br />Densi~ Transition: City Code requires density transitioning between the proposed <br />single-family urban lots and the adjacent single-family rural lots. City Code establishes <br />several options to achieve the transitioning through landscaping, existing :topographical <br />features, or matching densities on common boundaries. Transitioning will be required <br />along the northern most eastern property line, which abuts properties currently zoned <br />Rural Reserve. <br /> <br />The landscaping plan does include plantings adjacent to the existing single family homes <br />along the eastern boundary as well as the [one existing lot on Puma St. If landscaping is <br />to be used exclusively to ,achieve the transitioning requirements, additional plantings will <br />be necessar¢'. However, City Code does allow for other alternatives to be utilized when <br />agreed upon by the developer and the City. It should be noted that the landscaping plan <br />also does include buffer plantings along the southern edge of the townhomes in <br />anticipation of possible commercial development in the future as well as along the <br />possible future bridge corridor where it abuts proposed lots. <br /> <br />Environmental .Assessment Worksheet (EAW): An Environmental Assessment <br />Worksheet (EAW) has been prepared in regards to this development. On July 26, 2005, <br />the Ramsey City, Council determined that no further environmental review was necessary. <br /> <br />Traffic Generation Report: A traffic generation report was prepared in conjunction <br />with the EAW. The study analyzed five (5) intersections for current and future conditions. <br />They are Armstrong Blvd'& TH 10/169, Armstrong Blvd and Bunker Lake Blvd, <br />Armstrong Blvd and Alpine Drive, Alpine Drive and TH 10/169 and Alpine Drive and <br />Nutria Street. Four of the intersections are not signalized. The analysis looked at current, <br />build and full build conditions. The build condition looks at the impact t¥om this project, <br />discounting impacts of adjacent developments. The full build condition Iooks at the <br />impact of this project and development in Ramsey Town Center to the East. <br /> <br />The Armstrong Blvd - TH 10/I69 intersection currently functions at level of service C <br />which indicates there are delays getting through the intersection. The level of service will <br />decrease to F under the build and full build scenarios. Congestion on TH 10/169 is a <br />regional problem and studies are underway to address the congestion. An' interchange is <br />proposed in the future for this intersection which will improve the level of service. A <br />signal is proposed for the intersection of Armstrong Boulevard and Bunker Lake Blvd as <br />part of the regional road !mprovements required by Ramsey Town Center. <br /> <br />162 <br /> <br /> <br />
