Preliminary Plat Review: Summerset Meadows '~ <br />September 30, 2005 <br /> <br />Park Dedication: You are proposing to dedicate 4.26 acres as a public park. The <br />location of the park is consistent with the City of Ramsey Master Parks and Trails Plan. <br />If only cash was taken to fulfill the park dedication requirement, approximately <br />$1,333,200.00 will be needed. Given that the land will be dedicated to the City as public <br />park, the $l.3M obligation will be reduced to give credit for receiving the park land. <br />Staf'l:' will be working on the computation of what is owed. The proposed park land <br />dedication will need to be reviewed by the Park Commission at a future meeting. <br /> <br />Trails: An extensive network of trails and sidewalks is proposed for the site. The <br />proposed trails are 8 ]~bet wide, the city standard for trails is 10 feet. This must be <br />updated in flature submittals. The walk on one side of 147th Ave NW should be changed <br />to a trail. The project provides a trail connection between Ramsey Town Center and <br />[tasca Park along the extension of Bunker Lake Boulevard. This connection is shown on <br />the Master Park and Trail plan and was envisioned as an off road trail. Please review <br />options fi)r providing an east-west trail adjacent to the wetlands. <br /> <br />Trail Fee: The plat is subject to a trail fee and the 2005 rate is $550.00 per unit. <br /> <br />Sidewalks: Sidewalks are proposed through out the site. Sidewalks should be changed <br />to trails as noted in the trail section. <br /> <br />Landscaping: The preliminary landscaping plan is generally acceptable. The following <br />corn ments are offered regarding the landscaping plan dated September 6, 2005: <br /> <br />Planting specifications must be included with the landscaping plan for both <br />deciduous and coniferous species. <br />Evergreen trees must be a minimum of five (5) feet in height at installation. <br />Any trees along Bunker Lake Boulevard should have at least a moderate tolerance <br />to deicing salt and salt spray. Please verify each species' tolerance to deicing salts <br />and salt spray that are intended to be along this main through street. <br />A planting schedule that outlines the quantities of each species being planted, size <br />of planting material and the type of planting stock must be included. <br />individual species must be identified on the landscaping plan. <br />Some of the trees intended to be relocated are identified generally as elms. If any <br />o~' these are Siberian Elms, they should be removed, not relocated. Siberian Elms <br />are a prohibited species for planting in the City of Ramsey. <br />While it is noted that the canopy cover planting requirements are being satisfied, it <br />appears that this calculation included the single-family portions of the proposed <br />development. Please verify that canopy cover planting requirements meet or <br />exceed the minimum standards, which should be based on the gross area of the <br />townhome portion of the development and the impervious and pervious areas <br />within the town.home portion of the development. <br /> <br />163 <br /> <br /> <br />
