Donna McLain, 15133 Nowthen Boulevard, stated she has seen a plan that connects the road <br />across fi-om her, and she knows the County prefers streets that connect with each other. She <br />stated her question is on the non-conforming cul-de-sac that is over 600 feet. She indicated she <br />is now hearing it would be temporary, and access would come out, so she has a concern on where <br />it would come out. She stated it would probably be across her property and her septic system. <br />She asked if the school will be them. <br /> <br />Associate Planner Geisle~ indicated there has been no decision. She stated the City Council has <br />expressed an interest in preserving space for a school. <br /> <br />Shelly Dvorak, 5715 152"d Lane, stated she knows someone said they would prefer access <br />through Helium Street, but that area is pretty hectic on school days. She indicated she would <br />have a concern with walkers. <br /> <br />[Jcon Fischer, previous owner of the property, 15113 Nowthen Boulevard. He indicated that they <br />are just seeing part of the plan. - He stated he thinks it would be critical to maintain the entrances' <br />and exits until they see what will go there. He indicated he would hate to close an exit and have <br />lo put it back in when the school goes in. <br /> <br />Mr. Fischer stated he is not sure where a school would fit on this property, but he thinks it would <br />have to face County Road 5. He indicated it would take out his three houses, and maybe a <br />/burth. He stated it would be hard to plan if he was going to be gone in three or four years. He <br />indicated that right now he has a problem with his septic system. He stated the original plan with <br />the developer was that he would make sewer and water available to his and Ms. McLain's <br />homes. <br /> <br />Chaiq)crson Nixt indicated that there is obviously uncertainty. He stated when they are asked to <br />look at a sketch plan, the feedback is on the information they have available. He indicated he <br />appreciates the comments, and noted that the Planning Commission will see this again at site <br />plan. <br /> <br />Ms. McLain asked if the neighbors will be notified of future hearings. <br /> <br />Associate Planner Geisler noted they did send notices, for 700 feet, and will notice for the <br />preliminary plat. She encouraged people to call City Hall for updates. <br /> <br />Commissioner Brauer indicated that the only thing he would 'say is to remind people about what <br />happened with Andover High School. He stated that even when it was determined that it would <br />be in Andover, there was still a lot of negotiation on where it would be. He indicated that he <br />thinks with the high school, what hurt Ramsey was not having land available. <br /> <br />Chairperson Nixt asked if the land swap would be conditioned on a school going there. <br /> <br />Assistant COmmunity Development Director Frolik indicated if the area was not used for a <br />scho~>I, it would revert back to R-1. <br /> <br />Planning Commission/September 1, 2005 <br /> Page 11 of 16 <br /> <br />Pll <br /> <br /> <br />
