Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution 05- <br />08-285 awarding the contract for hnprovement Project 05-23 to W.B. Miller Inc. in the amount <br />of $247,795.05 with funding for th~ storm water quality treatment system from the'storm water <br />utility, and the remaining improvements as specified in the feasibility study. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, 'Councilmembers Cook, Jeffrey, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #14: <br /> <br />Consideration of an Amendment to the 2005 Schedule of Rates, Fees, and <br />Charges Regarding Sewer and Water Trunk Fees for Plats Recorded in 2004 <br /> <br />Community Development Director Trudgeon reviewed that on January 25, 2005, the City <br />Council adopted an ordinance that amended the 2005 Schedule of Rates, Fees, and Charges to <br />provide that all lots within plats recorded with Anoka County in 2004 be charged the 2004 Sewer <br />and Water Trunk Fee rate. The 2005 water and sewer trunk fees were raised significantly as a <br />result of the completed Sewer and Water Comprehensive Plan. He explained an error occurred <br />within the proposed ordinance that listed the 2005 sewer and water trunk rates instead of the <br />2004 rates. The adopted ordinance had the sewer trunk fee as $1,100 per unit instead of $596 <br />~tnd the water trunk fee was listed as $1862 per unit instead of $1,327. The lower amount should <br />have been inserted into the ordinance. Staff is recommending that the City Council introduce a <br />new ordinance with the proper 2004 rates. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to introduce an. <br />ordinance to amend the 2005 Schedule of Rates, Fees, and Charges in order to collect sewer and <br />water trunk hook-up charges at the 2004 rate for plats recorded in 2004. <br /> <br />Further discussion: Councilmember Elvig asked if anyone has been charged the higher rate. <br />Community Development Director Trudgeon responded in the negative. He explained this <br />applies to D.R. Horton, and they have been charged the 2004 rate. This rate is only in effect for <br />2005, and any permits D.R. Horton pulls in 2006 would be subject to the fees at that time. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #15: Discussion of Closed Session Regarding Oak Terrace Estates Mobile Home <br /> Park <br /> <br />City Attorney Goodrich advised this case-was scheduled in the possibility that Council action <br />was necessary following the closed session meeting held earlier tonight. There is no action <br />necessary at this time. <br /> <br />Case #1SA: Adoption of Ordinance for Vacation of Easements in Ramsey Town Center <br /> 8th, 9th, and l0th Additions; Case of Ramsey Town Center, LLC <br /> <br />Assistant Public Works Director O[son reviewed that the City Council approved the final plats of <br />Ramsey Town Center 8th, 9th, and l0th Additions on July 26, 2005.
