portions of the 1 ~t Additions of Ramsey Town Center, which included the standard drainage and <br />utility easements. These easements must now be vacated to allow for the recording of Ramsey <br />Town Center 8th, 9th, and 10th Additions, which include new drainage and utility easements. The <br />ordinance was introduced and the public hearing was held at the August 9, 2005 City Council <br />meeting and is ready for adoption. He explained the easements to be abandoned covered a <br />proposed stormwater pond. The function of the pond has been moved to West Town Center Park <br />so that homes can be built in the old ponding area. Staff has reviewed the revised stormwater <br />calculations, which demonstrate that the ponding can be transferred. Staff has held discussions <br />with the developer regarding the reshaping of the pond in West Park. The proposed area is <br />larger; however, staff's primary concern is the division of the park into a series of small green <br />areas. The developer offered the following compromise to be added to the resolution: "The <br />proposed pond will be reconfigured to more closely match the final plat layout, in the event that <br />adequate ponding cannot be provided in West Town Center Park the developer will provide land <br />to replace the ponding area. The replacement ponding will be located on land adjacent to West <br />Town Center Park." He advised staff recommends adoption of the ordinance to vacate existing <br />easements with the conditions offered by the developer. <br /> <br />Councilmember Elvig noted this is a rather significant change. He' asked if the pond is still <br />proposed to be lined. Assistant Public Works Director Olson responded in the affirmative. He <br />advised everything possible is being done to be sure there is a workable solution for a bridge on <br />Zeolite Street. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Ordinance #05- <br />21 to vaCate certain drainage and utility easements in Ramsey Town Center Addition. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor Gamec: aye <br />Councitmember Cook: aye <br />Councilmember Elvig: aye <br />Councihnember Jeffrey: aye <br />Councilmember Olson: aye <br />CoUncilmember Pearson: aye <br />Councilmember Strommen: aye <br /> <br />Motion carried. <br /> <br />Further discussion:. Greg Voss of RTC stated this completes all the Council actions they have <br />been looking for with Additions 6 through 10. He would like to publicly thank Brian Olson, <br />Mike McDowall, Bill Goodrich, Jim Norman, Arny Geisler, Sylvia Frolik and Patrick Trudgeon. <br />There have been a lot of challenges on this project and staff has extended a lot of time and <br />energy on RTC's behalf to come up with solutions. Mayor Gamec stated they are pleased to see <br />the development taking place. He inquired about the status of restaurants and other activities that <br />will be coming into the area.
