Case #15B: Consider Easement Acquisition for the NW Trunk Sanitary Sewer Extension <br /> <br />Assistant Public Works Director Olson reviewed that on May 11, 2004, City Council authorized <br />staff to hire Bolten and Menk to begin the design of the infrastructure included in the Feasibility <br />Studies that petitioned for extension of sewer and water. The direction at that time was that the <br />c{~sts to design this project were to be paid for from the respective enterprise funds and when and <br />if the project was approved the funds would be reimbursed with the bond proceeds. On <br />December 6, 2004, the City Council directed staff to implement a public participation program in <br />,;on. iunction with the proposal to extend sanitary sewer to serve the area known as the NW sewer <br />extension. On February 7, 2005; the City held an informational meeting with residents that could <br />be impacted by all the potential sewer alignments that could serve this area to receive comments <br />on each of the alternative alignments that were being considered. The City has been considering <br />five alternative routes for the extension of sanitary sewer service to an area known as the <br />Northwest area, which has petitioned for this service. Following review of public comment and <br />of thc advantages and disadvantages of each alternative, the City Council concurred with staff's <br />recommendation that Option No. 3 be selected as the alignment to be considered in conjunction <br />with this sewer extension request. On April 12, 2005, 'the City Council selected the alignment <br />that was to be considered in the design of the sewer extensions and further directed staffto notify <br />ire residents contiguous to Option No. 3. <br /> <br />Assislant Public Works Director Olson advised over the past year the City has been in the design <br />process and fbels that the plans are far enough along to determine the amount of land that would <br />be necessary to complete the improvements. There are approximately 52 properties that will be <br />impacted. These impacts vary from permanent easements for drainage, Utility and/or trail <br />proposes to temporary construction easements. He advised before proceeding with the bidding <br />of the project the City must have a majority of the property, which is anticipated to take 30 to <br />150 days depending on the negotiations. Staff has received a proposal.relating to the property <br />acquisitions from The Tinklenberg Group in the amount of $85,000 and from ProSource <br />Technologies in the amount of $77,000. He explained the City Attorney has indicated he is able <br />to complete Tasks 2 and 3 of the ProSource Technologies proposal, which includes title reach <br />and document preparation. This would reduce the total amount of the ProSoUrce Technologies <br />proposal from $77,000 to $46,000. Staff is asking for authorization to begin negotiations by <br />hiring the Tinklenberg Group for a cost of $85,000 and Resource Technologies for a cost of <br />$46,000, with authorization for the City Attorney to complete Tasks 2 and 3 outlined in the <br />?roSource Technologies proposal. <br /> <br />Councihnember Elvig inquired about the funding for this project. <br /> <br />Assistant Public Works Director Olson replied the Direct Enterprise i~und would be utilized and <br />would be paid back when the bonding is done for the extension of the sewer and water project. <br /> <br />Counci hncmber Elvig noted the developer will be contributing six million dollars to this project. <br /> <br />Mayor Gamec inquired if this will solve the county ditch problems. <br /> <br />City Council / August 23, 2005 <br /> Page 23 of 28 <br /> <br />P39 <br /> <br /> <br />
