Assistant Public Works Director Olson responded in the affirmative. He explained when staff <br />met w/th the Technical Evaluation Panel of the Lower Rum River Water Management <br />Organization (LRRWMO) they discussed this project and suggested the ditch be cleaned out <br />first. After this is completed a ditch block will be required to be installed to maintain the present <br />water elevation. There would be the ability to move the ditch block if there are issues in the <br />future. <br /> <br />Mayor Gamec stressed the importance of the ditches being cleaned before pumping water into <br />this area. <br /> <br />Assistant Public Works Director Olson replied the ditch will be cleaned past Highway 47. <br /> <br />Councilmember Cook inquired about issues with the trail alignment. <br /> <br />Assistant Public Works Director Olson replied the City was directed by Anoka County that the <br />trail in Sweet Bay Ridge that came through the White Oaks subdivision needs to cross directly in <br />aligmnent with 157th, follow the east side of Ramsey Boulevard, and then folloTM the north side <br />of the wetland to the east. Future connections will be made with the northeast sewer alignment. <br />In the meantime there will be an option for people to come out on the cul-de-sac and utilize local <br />roadways to Elmcrest Park. <br /> <br />Councilmember Elvig requested clarification regarding appraisals. <br /> <br />Assistant Public Works Director Olson explained through the negotiation process if the owner <br />requests a certified appraisal the request will need to come before the Council. The Council will <br />be updated each month of the status on each of the properties. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Otson, to authorize staff to begin <br />negotiations for the N.W Sewer Extension by hiring The Tinklenberg Group for a costs of <br />$85,000 and ProSource TechnolOgies for a cost of $46,000, with the City Attorney authorized to <br />complete Tasks 2 and 3 outlined in the ProSource Technologies proposal. <br /> <br />Further discussion: Councilmember Elvig noted there are Other people that may want to be <br />notified about this extension. He inquired if there would be any reason to expand notification <br />letters further out. Assistant Public Works Director Olson indicated he has talked to <br />approximately 20 of the 52 property owners because of the surveying needed for the wetland. <br />Once they get further along in the land acquisition process and they are closer to an actual <br />project where they ca~n advertise for bids it would be good to expand the notification. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pears. on,~and Strommen.
