has made a good faith effort to promote the southern route and that should be part of the discussion of this development. The Council has not taken action to change that preferred route. Councihnember Strommen noted Mr. Overtoom's concern that the current Comprehensive Plan shows the east/west corridor going through this plat. She suggested the Council state their intention fbr the record of looking at an alternative alignment and going forward with the southern route. Councilmember Cook called for the vote. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Etvig, Jeffrey, Pearson, and Strommen. Voting No: None. Motion by Councilmember Cook, seconded by Councilmember Elvig, that the preferred route of 167th Avenue be the southern alignment discussed at the recent CoUncil work session, and that thc preferred route be taken forward in planning for the Comprehensive Plan. Further discussion: Mr. Overtoom expressed concern with the possible diagonal street coming down from inside of the development across the northeast comer of his property, as the traffic issues that may be generated with that T intersection in the middle of that curve would be a dangerous intersection. Community Development Director Tmdgeon explained the direction has bccn given to follow the southern alignment, but the alignment that was presented at the work session was not precise. Assistant Public Works Director Olson requested clarification whether the intent is to construct the segment of 167th Avenue out to CR 5 at the time of final plat. He noted if this is not done all of the traffic will be pushed through two 90-degee tums. Councihncmber Elvig stressed the need to extend 167th Avenue to CR 5 as soon as possible to mitigate traffic issues. He noted this is included in the Capital Improvement Plan and the Comprehensive Plan. This road is identified as an MSA street in the City's plans, which will require certain angle and speed capabilities. Mayor Gamec suggested staff begin talking to residents in this area regarding the plans for the street extension. Mr. Peterson indicated Oakwood Land Development has been aggressively working oh this southern alignment. Their engineers have worked under the understanding that this route is only a proposal. Oakwood Land Development has purchased two of the three parcels necessary for this leg of the route, and has suggested to staff and the Council that they will give the right-of-way to the City at no cost2 Motion carried. Case #7: Consider Ordinance to Amend Section 9.20.11 (R-1 Residential District) of City Code; Case of City of Ramsey Community Development Director Tmdgeon reviewed that in July of 2005, Ordinance #05-12 amended the R-1 Bulk Standards. During that amendment process, the. Rural Developing Bulk Standards erroneously reverted back to the old standards with regard to lot size, lot width, and setbacks. Staff has drafted an ordinance that will correct the lot size, lot .width, and setbacks for the R-I Rm'al Developing Bulk Standards.
