Case #2: Recommend Park Dedication for Centex Addition Parks/Utilities Supervisor Boos stated that on Tuesday, May 1, 2001 the Planning Commission received a sketch plan for the Centex Addition. The Commission recommended that the applicant proceed to the preliminary plat stage consistent with the staff review letter. The Park Commissions Park and Trail Plan shows proposed park dedication relating to this plat as well as the connection of Woodland Green and Bear Parks. The Plan also demonstrates a connection to the unnamed park at the extreme north side of the plat, which could ultimately connect to the Rum River to the northeast. In review of the sketch plan dated April 10, 2001, the following items were noted by staff: The proposed expansion to Woodland Green is 2.78 acres or 37 percent of the park dedication due. · The remaining cash due would be $128,583. · The "link" to Bear Park is not included in the two computations above, as it does not meet the City standard 35 foot urban trail corridor width. The Commission should specify ifa five foot surface is adequate in that location. (Existing park maintenance equipment will not fit on a five foot sidewalk). · Regarding sidewalks, the location should be shifted to the north side of 155th Lane NW (to be within the park and extend to the next lot). The same is recommended on Yakima Street within the proposed park. On Xkimo Street the sidewalk should be on the west side. This will allow an additional 17 lots to access the sidewalk without crossing the street versus the east side. Sidewalks should be extended to the plat boundary on the connecting streets to Ute and Waco. · Some consideration should be given for a corridor between lots 5 through 9 to connect that existing park to the proposed plat. Even if there is not an immediate need for hard surface trail or maintenance access, it adds more green space to the interior of the Centex Addition. · City water should be stubbed out to both Woodland Green and Bear Parks. Sanitary sewer should be stubbed to Woodland Green which may already be provided for it the park is being proposed for siting a sanitary lift station. · Municipal watermain will need to be constructed from the vicinity of Barium Street to the west, along 153~d Avenue to Ute Street east of the plat. An 8 foot or 10 foot bituminous trail should be constructed as part of the 153ra Avenue restoration. The Commission should note that the City has an additional right-of-way east of the proposed plat for trail purposes to connect to Roanoke Street. This should also be built as a Stage One Improvement within the first phase. Parkland is in place to connect to the Rum River if this trail brings residents to the stop sign at the intersection of Roanoke Street and 153rd Avenue. · If all 157 lots are approved, $51,025 in trail fees would be due. This amount may be credited to any trail constructed outside of the plat limits. The trail fee would be in excess of the amount needed to build the approximately 3,100 feet not within the plat along 153ra Avenue. · The developer will be required to plant an equivalent of one tree per 35 feet of Centex's frontage along 153~a Avenue. The trail fee "overage" could be applied to boulevard trees along the trail to the west, which would also attempt to replace the mature trees that would be removed for the watermains construction.
