Tree conservation and especially salvage by tree space should be considered. <br /> <br />Parks/Utilities Supervisor Boos stated that the cash portion of the park dedication should result in <br />Stage One Improvements in the immediate vicinity of the plat. This subdivision can be expected <br />to add well over 500 new residents. At a minimum, the play equipment in Woodland Green <br />should be replaced, an irrigated play field should be created, and an aglime infield should be <br />installed in Bear Park. The above would include appropriate landscaping and off-street parking. <br />Any grading for the new park improvements would occur with the subdivision grading. <br /> <br />Dan Blake, Centex Homes, stated that he has met with an existing neighborhood group to hear <br />some of their concerns. Mr. Blake reviewed the most recent layout of the plan which included a <br />three acre expansion to Woodland Green park. The residents did not see any reason for <br />improving Woodland Green park, but felt that Bear park should be improved. They would prefer <br />that Woodland Green stay a passive park. Based on the discussions that had taken place with the <br />residents Mr. Blake presented the Commission with three different options for the park land. <br />One would increase the size of Woodland Green, another would increase the size of Bear park <br />and the last option would provide additional land to both parks. <br /> <br />Parks/Utilities Supervisor Boos stated that the City does have a fair amount of parks in the area, <br />but this type of density does provide a need for a neighborhood park and currently both <br />Woodland Green and Bear park are underdeveloped. The Park Commission has previously <br />discussed expanding Woodland Green park. Bear park is already graded for a ball field and <br />irrigation would improve turf quality, but they should provide parking from Roanoke Street for <br />its uses. Currently the play equipment at Woodland Green Park does not meet Consumer <br />Product Safety Commission guidelines and would need to be replaced. <br /> <br />The Park Commission reviewed at great lengths the different opportunities of both Woodland <br />Green park and Bear Park. The overall consensus of the Commission after those discussions was <br />that a new tot lot should be installed at Woodland Green park with a better access created into the <br />park and Bear Park should be a more active park with a ball field. The following are the list of <br />objectives the Commission recommended of the developer: <br /> <br />· Limit the land dedication for Woodland Green to provide for better access to the park and to <br /> upgrade the tot lot with new equipment. <br /> Dedicate some amount of land at Bear Park for a potential park expansion including a trail <br /> corridor to the plats cul-de-sac. <br />· A trail should be constructed to the north of the property through the small area of park land <br /> connecting to the existing street. <br />· A trail should be constructed along 153rd Avenue. <br />· There should be a 8 to 10 parking space lot constructed for Woodland Green park with a <br /> basketball area. <br />· City sewer and water should be stubbed to both parks. <br />· Park improvements should be completed as a Phase I improvement. <br />· An attempt should be made to conserve as many trees as possible. <br /> <br />Park and Recreation Commission/May 10,2001 <br /> Page 3 of 5 <br /> <br /> <br />
