Parks/Utilities Supervisor Boos asked if a five-foot concrete walk from the cul-de-sac to Bear <br />Park is agreeable. <br /> <br />The consensus of the Commission was to support a five-foot concrete walk which is more <br />aesthetically pleasing. <br /> <br />Commissioner Rolfe asked if the pedestrian ramps are exposed aggregate. <br /> <br />Parks/Utilities Supervisor Boos replied in the affirmative. <br /> <br />Case #2: Review Sketch Plan for Proposed Bright Keys Townhomes <br /> <br />Parks/Utilities Supervisor Boos advised the Commission of preliminary discussions regarding the <br />proposed Bright Keys townhome sketch plan to develop 268 townhouse units and 7 single-family <br />lots on 44.16 acres north of Highway #116 and west of Ramsey Boulevard. He advised that staff <br />continues to work with the developer to refine the project. Parks/Utilities Supervisor Boos noted <br />the developer proposes some commercial development at the intersection but it is not currently <br />zoned commercial. He reviewed the issues that the Park Commission will be interested in such <br />as the number of bedroom units and amount of recreational space. <br /> <br />Commissioner Rolfe asked if the park access to Emerald Ponds Park would be considered, noting <br />it would involve the need to cross major roads. <br /> <br />Parks/Utilities Supervisor Boos stated Emerald Ponds Park is too far away and noted the location <br />of other parks, including Peltzer Park. He commented on the need to review the Park and Trail <br />Plan to identify the uses. <br /> <br />Commissioner Rolfe expressed concern that safe access to parks be provided to assure safety. <br /> <br />Chairperson Cook noted that the Commission has not reviewed many townhome projects but, <br />perhaps, an ordinance amendment is needed to require an on-site tot lot that does not detract <br />from the Park Dedication. <br /> <br />Commissioner Rolfe concurred and noted that townhome residents do not have enough yard area <br />to locate their own outdoor play equipment. <br /> <br />Chairperson Cook pointed out that a very large development is being proposed and there should <br />be enough room for privately owned and maintained play equipment that is the burden of the <br />townhome facility or homeowners association, not the City. <br /> <br />Commissioner Johns stated she thinks the ordinance does require a swimming pool or some <br />private recreation for mobile home parks. <br /> <br />Commissioner Rolfe asked if an earlier townhome project had to provide its own play <br />equipment. <br /> <br />Park and Recreation Commission/July 12, 2001 <br /> Page 3 of 6 <br /> <br /> <br />
