Motion carried. Voting Yes: Chairperson Cook, Commissioners Johns, LaMere, Olds, and
Ostmm. Voting No: None. Absent: Commissioner Rolfe.

COMMISSION/STAFF INPUT

· Note letter on River's Bend Park "Bluebird Trail"

Parks/Utilities Supervisor Boos mentioned that some citizens called and had reported that kids
had been harmful to bluebirds. Some girl scouts built new boxes for the birds and the citizens
became involved. A report is included in the Staff Report. He described the retail establishments on the street level, and services such as financial
planners on the second level. He said the reason it is designed as such is that retail stays open
later and must be more accessible. Typically, offices close at 5:00 p.m.

Chairperson Cook described some Smart Growth configurations he observed on a recent trip to
Chicago. He brought up solutions for parking that do not take up huge lots of land. He
explained that when the land uses are stacked vertically, the land can have multiple tax bases on
same the footprint of property. He said he would bring the "flyover" video he received in
Chicago for viewing at the next meeting.

Parks/Utilities Supervisor Boos distributed copies of the Master Trail Plan. It will be mailed
within the next day. The Council did approve this plan.

Chairperson Cook noted a change should be made to page 3 that "Ditch 66" should say "Elm
Crest."

Commissioner Olds pointed out that "Lake Itasca Parkway Trail" should be "Alpine Drive."

Commissioner Ostrum brought up the need for signs for the parks. He will discuss this with the
County highway department.

Parks/Utilities Supervisor Boos stated he receives many requests for "You are Here" maps on the
trails.

Commissioner LaMere suggested shrinking the trail maps and including them in the Ramsey
Resident.

Parks/Utilities Supervisor Boos mentioned using a coupon in the Ramsey Resident.

Park and Recreation Commission/October 10, 2001
Page 6 of 7
